The inhabitants of the City of Old Town, in the County of Penobscot,
shall continue to be a body corporate and politic under the name of
the City of Old Town and as such shall be, have, exercise and enjoy
all the rights, immunities, powers, privileges and franchises and
shall be subject to all the duties, liabilities and obligations provided
for herein, or otherwise appertaining to or incumbent upon said city
as a municipal corporation, or appertaining to or incumbent upon the
inhabitants thereof or municipal authorities thereof; and may enact
ordinances for municipal purposes not inconsistent with the constitution
and laws of the State of Maine, and impose penalties for the breach
thereof.
The municipal government provided by this charter shall be known
as the "council-manager government." Pursuant to its provisions and
subject only to the limitations imposed by the state constitution,
general laws of the state, and by this charter, all powers of the
city shall be vested in an elective council, hereinafter referred
to as the "city council," which shall appoint the city manager, who
shall execute the laws and administer the government of the city as
hereinafter provided.
