A person designated to stand in place of another. A department
head is referenced at times within this title. When a reference is
made to a "department head or their designee," then the designee would
typically be their assistant/deputy or someone else in their department.
This does not prevent the designee being someone else not within their
department but still an employee of the City of Lincoln.
