The Budget Director, Water Clerk and Collector shall maintain regular and consistent office hours, which shall be those days and hours the City Hall is open for business. With the exception of holidays recognized by the City, those days and hours shall be termed "office hours" and shall be Monday through Friday, 9:00 a.m. until 12:00 noon and 1:00 p.m. until 3:00 p.m.
The hours worked shall be documented by a time clock to be installed at the City Hall. The Budget Director, Water Clerk and Collector are required to clock in at 9:00 a.m. and 1:00 p.m. and clock out at 12:00 noon and 3:00 p.m. using their respective time cards. It is impermissible to use another person's time card to clock in or clock out on their behalf.
Each calendar year, the Budget Director, Water Clerk and Collector shall be granted 50 hours of paid (compensated) time off that may be used as vacation, sick time or other approved leave. All time off over 50 hours shall be uncompensated unless special circumstances exist. Compensated or uncompensated time off may not be taken unless prior approval is obtained from the Mayor or his designee. If circumstances arise and the City Council cannot make a determination whether the circumstances qualify as special, the determination of special circumstances will be at the discretion of the Mayor or his designee until such time as the City Council may make that determination. Any hours or portion thereof during which the Budget Director, Water Clerk or Collector are not present during the above-enumerated office hours shall be counted against and reduce the 50 hours of compensated time off.
In the event the Budget Director also holds the elected position of Treasurer, the duties of Treasurer shall be performed during the aforementioned office hours. In the event the Collector also holds the elected position of City Clerk, the duties of City Clerk shall be performed during the aforementioned office hours.
This article shall be effective on the effective date of the ordinance implementing it. The 50 hours of compensated time off shall be prorated from the effective date of the ordinance until December 31 of the year of enactment.
