No person shall throw or place upon any public highway or within
the right-of-way of any public road any bottle, glass, nail, tacks,
wire, cans, snow, grass clippings, leaves, tree branches or any other
substance likely to injure any person or animal, or cause damage to
any vehicle, or constrict the flow of surface drainage from the highway
pavement and/or stormwater gutters serving such roadway.
