Administration shall be responsible for performing the Town's staff functions and assisting operating departments and other units of the Town in carrying out their duties.
Administration shall be under the supervision of the Chief Administrative Officer.
In addition to the duties stipulated in Article Six, Section 604, of the Home Rule Charter and Ordinance No. 829, the Chief Administrative Officer shall be responsible more specifically for:
A. 
The management of human resources subject to the provisions of state and federal law, the Home Rule Charter or local ordinances, including:
(1) 
The recruitment, selection, promotion and discipline of nonuniformed personnel for Town employment;
(2) 
The development and maintenance of employee staffing, position classification system and compensation plans;
(3) 
Participation in and administration of labor relations responsibilities, including conducting contract negotiations, contract administration, and related programs.
(4) 
The development and maintenance of the Town's employee policies, procedures, and practices;
(5) 
Assisting departments in the development and conduct of employee training and education programs;
(6) 
The maintenance of the Town's personnel records in a complete and secure manner;
(7) 
Assisting the Civil Service Commission in the fulfillment of its responsibilities.
B. 
The development and administration of the Town's annual operating budgets, long-term capital improvement programs, cash management and investment practices, debt issuance and interim budgetary reporting in accordance with Article Eight of the Home Rule Charter, including, but not limited to:
(1) 
Development of a budget calendar, forms, and procedures subject to the provisions of state and federal law, the Home Rule Charter or local ordinances;
(2) 
Participation in budget analyses and Council hearings relative to budget requests, amendments and allocations;
(3) 
Maintain budget expenditure control during the fiscal year and monitoring the progress of plans, policies, and programs as they relate to the budget;
C. 
Review, analyze and provide recommendations for improvements in the organization and procedures across the Town's administrative structure;
D. 
Assist departments and other units of the Town in the development of administrative manuals to document procedures and practices and in the solution of administrative and organizational problems;
E. 
Perform such research and studies, as appropriate, to support the deliberations and actions of Town Council;
F. 
Administer all insurance policies and fidelity bonds as prescribed by state and federal law, the Home Rule Charter, and local ordinance. With the approval of Town Council, retain consultants to advise on insurance matters.
G. 
As the Town's Corporate Secretary, the Chief Administrative Officer shall:
(1) 
Attend all meetings of the Council and keep full minutes of its proceedings;
(2) 
Transcribe the bylaws, rules, regulations, ordinances, and resolutions adopted by the Council into a book or books kept for that purpose;
(3) 
Preserve and maintain all records and documents of the Town;
(4) 
Have custody of the corporate seal of the Town and deliver the same to his successor along with all books, papers and other records and things belonging to the Town;
(5) 
Certify copies of any book, paper, record, bylaw, rule, regulation, resolution, ordinance or proceeding of the Town under the seal thereof;
(6) 
Attest, by signature, the execution of all instruments and ordinances of the Town;
(7) 
File or record proof of service of all notices required by state and federal law and by the Home Rule Charter; and
(8) 
Receive and dispatch all official Town correspondence.
H. 
Oversight of the protection of persons and property in the Town through the enforcement of the Zoning Ordinance, the Uniform Construction Code, fire, land use, and structural codes and ordinances.
