The public safety functional area encompasses the police, emergency management, fire, and emergency medical services. Greenville currently provides police through a paid police department, fire response through combined paid and volunteer fire departments, emergency preparedness under the direction of the Town Manager who is the Emergency Management Coordinator, and emergency medical services through Life Force.
The Civil Service Commission, now existing for police and firemen as created by Council in accordance with Article XI, Section 1172, of the Town Code for all police and paid fire apparatus operators. All civil service laws as they relate to police heretofore or hereafter enacted by the Commonwealth of Pennsylvania shall continue in full force and effect. All applicants for paid, uniformed positions within the Police Department and Fire Department shall be subject to rules and regulations promulgated by the Town adopted on December 11, 2017, for police and fire fighters.
A. 
Function. The Police Department shall be responsible for the protection of persons and property and enforcement of law within Greenville.
B. 
Supervision. The Police Department shall be under the direct supervision of a Police Lieutenant who shall be responsible to the Chief Administrative Officer for the performance of the functions of the Department.
C. 
Duties and responsibilities. The duties and responsibilities of the Police Lieutenant shall be to plan, direct, and coordinate all activities of the Greenville Police Department in accordance with applicable laws of the Commonwealth of Pennsylvania and local ordinances, and shall include but not be limited to:
(1) 
Preventing crimes against persons and property;
(2) 
Enforcing all criminal laws and ordinances;
(3) 
Detecting and apprehending offenders and suspected persons;
(4) 
Maintaining records and files of crimes and criminals;
(5) 
Operating facilities for the safekeeping of prisoners;
(6) 
Effectively and efficiently cooperating and coordinating activities with other governmental agencies, particularly West Salem Township, as well as other intergovernmental partners, as necessary and appropriate;
(7) 
Developing and conducting community relations and education programs.
The Town of Greenville provides fire and rescue services through a combination of paid and volunteer firefighters. The Fire Department is staffed and operated 24 hours per day, seven days per week.
A. 
Supervision. The Greenville Fire Department is under the supervision of a Fire Captain. The Greenville Volunteer Fire Department is under the direction of the Fire Captain.
B. 
Duties. The Fire Department, in addition to firefighting and rescue, perform the following duties:
(1) 
To engage in any and all public safety activities to render care to the injured, prevent loss of life, provide comfort and security to victims and limit or prevent damage to or loss of property as circumstances may dictate.
(2) 
Mutual aid.
(a) 
To provide mutual aid to other communities requesting the Department's assistance in emergency situations which are beyond their ability to handle with their own equipment, personnel, and facilities. This aid shall include, but shall not be limited to:
[1] 
Fire-suppression activities;
[2] 
Rescues and searches;
[3] 
Hazardous materials incidents;
[4] 
Evacuations;
[5] 
Aid for natural disasters such as floods, storms, etc.; and
[6] 
Command assistance.
(b) 
The Greenville Fire Department shall answer calls from other communities for mutual aid, provided such communities are within such reasonable travel distances and times as to enable the Greenville Fire Department to continue to provide an acceptable level of protection for the Town at all times.
(c) 
To render assistance to police officers where such aid is specifically requested.
(3) 
To participate in drills, practices, training sessions and prefire planning activities authorized by the Greenville Fire Department;
(4) 
To participate in community celebrations, ceremonial observances and funerals for deceased firefighters or other public figures where such attendance is deemed appropriate and is authorized by the Greenville Fire Department;
(5) 
To prepare for and responsibly participate in parades;
(6) 
To engage in any public service or function performed for the welfare of the Town, provided that these activities are sanctioned by the Greenville Fire Department;
(7) 
To participate in post-fire investigations, bomb searches and evacuation drills;
(8) 
To participate in public fire prevention and education programs to promote the health, safety and welfare of the community, to enlist new members, to solicit community support and to conduct fund-raising activities;
(9) 
To safely and responsibly perform maintenance and remodeling work on Greenville Fire Department vehicles, buildings, grounds and equipment; and
(10) 
To perform such other duties as are necessary for the efficient operation of Greenville fire services that may, from time to time, be assigned by Council, the Manager or officers of the Greenville Fire Department and/or Volunteer Fire Company.
C. 
Fire Marshal.
(1) 
The Town of Greenville relies on the Fire Captain to act as Fire Marshal for the investigation and determination of suspicious fires or fires of unknown origin within the community.
(2) 
The duties and responsibilities of the Fire Marshal shall be:
(a) 
Initiate and administer a fire prevention program for the Town;
(b) 
Enforce the Fire Prevention Code within the Town;
(c) 
Establish rules and regulations to implement the enforcement of the Fire Prevention Code, subject to the approval of Council;
(d) 
Inspect all nonresidential structures on a regular basis, at least once per year; and
(e) 
Inspect the common areas, hallways, basements, attics, garages and storage areas of all residential structures, excluding one- and two-family dwellings.
Greenville, in accordance with general statutory law, Pennsylvania Statutes Title 35 Pa.C.S.A. Health and Safety, Chapter 75, Subchapter A, Sections 7501 through 7504, is required to establish an emergency management organization, designate an emergency management coordinator and adopt an emergency management plan to address effectively and efficiently plan for and provide response and recovery for emergencies within the community.
A. 
Emergency Management Coordinator. In accordance with general statutory law, the Town shall have an Emergency Management Coordinator who is professionally competent and capable of planning and effecting coordination among operating agencies of government and facilitating coordinated operations by local emergency preparedness forces. The Coordinator is recommended by the Council, appointed by the Governor, and is subject to the authority of the Council and prevailing state statutes.
B. 
Emergency operations plan. Greenville Town by Resolution 2011-02, adopted on April 12, 2011, placed into effect an Emergency Operations Plan and the Disaster Emergency Management Plan as prepared for the Town in accordance with Section 7503(1) of the Emergency Management Service Codes (35 Pa.C.S.A. § 7101 et seq.). The Town has implemented the National Incident Management System (NIMS) for all such occurrences within the Town.
C. 
Emergency operations duties and responsibilities. The Town, either individually or on an intermunicipal basis, shall fulfill the following duties and responsibilities:
(1) 
Prepare, maintain and keep current an emergency management plan for the prevention and minimization of injury and damage caused by disaster and provide prompt and effective response to disaster and disaster emergency relief and recovery in conformance with the Pennsylvania Emergency Management Plan;
(2) 
Establish, equip and staff an emergency operations center with integrated warning and communication systems to support government operations in emergencies and provide other essential facilities and equipment for agencies and activities assigned emergency functions;
(3) 
Provide individual and organizational training programs to insure prompt, efficient and effective disaster emergency services;
(4) 
Organize, prepare and coordinate all locally available manpower, materials, supplies, equipment, facilities and services necessary for emergency readiness, response and recovery;
(5) 
Adopt and implement precautionary measures to mitigate the anticipated effects of disasters;
(6) 
Execute and enforce such rules and orders as the agency shall adopt and promulgate under the authority of this article;
(7) 
Cooperate and coordinate with any public and private agency or entity in achieving any purpose of this article;
(8) 
Have available for inspection at its emergency operations center all emergency management plans, rules and orders issued by the Governor, the Pennsylvania Emergency Management Agency, the Mercer County Emergency Management Agency and/or the Town;
(9) 
Provide prompt and accurate information regarding local emergencies to appropriate commonwealth and local officials and agencies and the general public;
(10) 
Participate in all tests, drills and exercises, including remedial drills and exercises, scheduled by the Pennsylvania Emergency Management Agency or by the Federal Emergency Management Agency; and
(11) 
Participate in the program of the Commonwealth of Pennsylvania's integrated flood warning system.
The Town, consistent with the laws of the Commonwealth of Pennsylvania, recognizes emergency medical services as an essential public service and believes in the public interest to assure that there are high-quality and coordinated emergency and urgent medical services readily available to the residents to prevent premature death and reduce suffering and disability which arise from severe illness and injury. To that end, Life Force is recognized as the provider of 24/7 quick basic and advanced life support medical care, nonemergency transport services and special operations response in the event of man-made or natural disaster or hostage situations to residents and visitors to Greenville. Life Force operates in accordance with Title 35 Pa.C.S.A., Chapter 81, as amended, and under the guidance provided by the Pennsylvania Department of Health.
