The following are hereby established as mobile application paid parking lots operated by the Town of Bloomsburg:
A. 
A lot of land located at Pine Avenue and Miller Avenue known as the "Pine Avenue Lot."
B. 
A lot of land located on the north side of Pine Avenue east of Iron Street known as the "East Pine Avenue Lot."
C. 
A lot of land located on the west side of Murray Avenue on Pine Avenue known as the "West Pine Avenue Lot."
D. 
A lot of land located on the north side of Pine Avenue west of Whiteman Avenue known as the "Library Lot."
E. 
A lot of land located on the north side of West Main Street between West Street and Oyer Avenue known as the "Hoppes Lot."
F. 
A lot of land located on the north side of East Main Street west of North Street and south of Ridge Avenue known as the "Triangle Lot."

Parking time in the parking lots established in § 15-5A01 may be purchased by using a telecommunication device (i.e., phone, computer, mobile device, etc.) through a software application administered by a third-party vendor approved by the Town of Bloomsburg.

The rates charged for parking in off-street mobile application parking lots shall be set by resolution of Town Council from time to time.

It shall be unlawful for any person to park a vehicle or allow the same to remain parked for longer than the period permitted, as set forth on the signage and mobile application, at any time between the hours of 10:00 a.m. and 5:00 p.m., Monday through Saturday, in any of the parking lots herein designated. The requirements of this section as to parking time limits and payment using the mobile application shall not apply on Sunday and legal holidays.

Multispace parking lots established in § 15-5A01 will be posted with conspicuous signage to indicate the location of the zone, enforcement hours and limits, and payment procedures.

Lines or markings shall be painted or placed upon the various parking lots established herein for the purpose of designating each parking space. All vehicles utilizing the parking lots shall be parked within the established lines or markings. It shall be unlawful and a violation of this Part for any person to park any vehicle:
A. 
Across any such line or marking.
B. 
In such a position that a vehicle shall not be within the space designated by such lines or markings.

It shall be unlawful to park any vehicle in any of the designated parking lots other than with the front of the vehicle facing inward.

It shall be unlawful for any person to permit a vehicle to remain in any parking space in the mobile application parking lots which shows a time limit violation. If a vehicle shall remain in a parking space for any length of time showing a time limit violation, the vehicle shall be considered as having been parked overtime, constituting a violation of this Part. Every hour that a vehicle shall remain parked in a paid parking space showing a time limit violation shall constitute a separate violation of this Part.

The mobile application parking lots established herein are for the use of private passenger vehicles only, and it shall be unlawful and a violation of this Part for any person to park any bus, truck, tractor, trailer, tractor-trailer, or commercial vehicle of any kind or nature in a mobile application parking lot.

Any person violating § 15-5A07 of this Part shall pay, at the office of the Chief of Police, the sum of $10 within 10 days of the date of the violation. If the sum of $10 is not paid within 10 days of the date of the violation, such person shall pay the sum of $20 at the office of the Chief of Police. If the sum of $20 is not paid within 20 days of the date of the violation, a citation shall be filed in the office of the Magisterial District Court and, upon conviction, the violator shall be sentenced to pay a fine of $30, plus costs of prosecution, or in default of payment, to imprisonment for one day for each $10 of the unpaid balance.

Any person violating any other section of this Part shall pay, at the office of the Chief of Police, the sum of $40 within 20 days of the date of the violation. If the sum of $40 is not paid within 20 days of the violation, a citation shall be filed in the office of the Magisterial District Court and, upon conviction, such person shall be sentenced to pay a fine of $50, plus costs of prosecution, or in default of payment, to imprisonment for one day for each $10 of the unpaid balance.
