CITY-OWNED VEHICLE ASSIGNED TO A PARTICULAR DEPARTMENT — A vehicle for the use of all of those within the specific Department for the purpose of carrying out the day to day operations of that Department.

CITY-OWNED VEHICLE ASSIGNED TO A PARTICULAR EMPLOYEE — A vehicle to be used by only that employee for the purpose of conducting City business.

USE OF VEHICLE. At no time shall any City-owned vehicle be used for any purpose except to conduct City business.
2. 
ASSIGNED EMPLOYEE. For City-owned vehicles which are assigned to a particular employee, only the employee to whom the vehicle is assigned is authorized to occupy that vehicle, except in cases where the conduct of City business requires additional City employees to occupy said vehicle during the course of the regular business day. An employee to whom a vehicle has been assigned may use that assigned vehicle to commute to and from work but may not transport any other individuals, City employees or otherwise, to and from work.

TAKE HOME VEHICLES. Vehicles, owned by the City of Linwood, shall not be considered "take-home vehicles" without prior written authorization from the City Administrator and prior approval of the City Council representative of that department.

VEHICLE IDENTIFICATION. With the exception of the detective car assigned to the Linwood Police Department, all City-owned vehicles shall be clearly identified as vehicles owned by the City of Linwood.
5. 
PERSONAL USE OF VEHICLE. Except in the case of an emergency, no City-owned vehicle shall be used for any personal business whatsoever either during regular working hours, or in the case of an assigned vehicle, after regular working hours.
6. 
LEAVE OR VACATION. Any City employee, assigned to a City-owned vehicle, shall leave the vehicle in the City of Linwood while on leave or vacation so that the vehicle may be utilized for City business purposes as may be necessary.
7. 
SMOKING IN VEHICLE. Smoking is not permitted in any vehicle.
8. 
DRIVING VEHICLE WHILE UNDER THE INFLUENCE. At no time shall any City employee operate a City vehicle while under the influence of drugs or alcohol.
9. 
TRANSPORTATION OF NON-EMPLOYEES. Transportation of family members, friends and other individuals is not permitted in City-owned vehicles.
10. 
KEY DUPLICATE. With regard to any "assigned vehicles," a duplicate set of keys for the vehicle is to be maintained at all times in the City Clerk's office.
11. 
COMMUTING VALUATION RULE. In accordance with the provisions established in 1990, the Internal Revenue Service requires all municipalities to value the commuting usage under the Commuting Valuation Rule. In accordance with this rule, a flat $1.50 each way ($3 round trip per day) must be assessed to employees in taxable earnings.
12. 
MISUSE OF VEHICLE. The misuse of a City vehicle by an employee shall subject that employee to disciplinary measures, which may include termination.
13. 
POLICE VEHICLES. Upon review, approval and authorization of the Mayor, a police vehicle may be utilized for limited personal use, including traveling to and from work.
