A. 
In order to encourage and support the use of electric vehicles within the Borough, Borough Council hereby establishes publicly available electric vehicle charging stations within the Borough.
B. 
For purposes of this article, an "electric vehicle" is one that operates either partially or exclusively on electrical energy supplied from the grid or an off-grid electricity source that is stored on board for motive purpose. An "electric charging station" is equipment that has as its primary purpose the transfer of electric energy to a battery or other energy storage device on an electric vehicle.
C. 
The proper officers of the Borough are hereby authorized and directed to enter into the necessary contracts for the purchase, installation, maintenance, and repairs of electric charging stations and electrical supply service, and may pay for the same, in whole or in part, from the receipts, funds, and revenues received from the operation of the electrical charging stations.
The Borough of Narberth administration is hereby authorized to designate, by the installation of appropriate signage, parking spaces for the exclusive use of charging electric vehicles. Such signage shall be consistent with the U.S. Federal Highway Administration Manual on Uniform Traffic Control Devices for electric charging stations.

Between the hours of 8:00 a.m. to 5:00 p.m., each day of the week, where signs designating a parking space for the exclusive use of recharging electric vehicles are installed, no person shall park a vehicle upon any street, municipal parking lot, municipal parking garage, or portion of any street, parking lot, or parking garage so designated and within such parking space unless such vehicle is an electric vehicle and is connected to an electric charging station for the purpose of charging the electric vehicle. An electric vehicle must disconnect from the electric charging station and vacate the parking space within one hour after the electric vehicle has finished charging.
The Borough may establish reasonable charges for the use of electrical energy supplied from the electric charging station in accordance with fee schedules adopted by resolution of the Borough Council. Such fees shall be established in an amount to cover the costs of installation, supervision, operation, maintenance, inspection, control, and use of the electric charging stations and the electric energy supplied.
Any business, multiple-family dwelling, or owner of a private parking lot maintained for use by the general public is hereby authorized to designate, by the installation of appropriate signs, parking spaces for the exclusive use of parking and/or charging electric vehicles. Enforcement, costs, and maintenance shall be responsibility of the owner of the private property.

A. 
Any person or entity violating the provisions of this article, or aiding, abetting or assisting in the violation of this article, by parking a nonelectric vehicle in a parking space designated for the exclusive use of recharging electric vehicles, by failing to vacate a parking space within one hour after the electric vehicle has reached a full charge, or through any other violation noted in this article, shall receive a citation in the amount of $20. Each hour that the violation continues to occur shall be considered a separate offense. Each police officer or the parking enforcement officer shall place on a vehicle in violation of this article a notice to the owner thereof that such vehicle has been parked in violation of the provisions of this article and instructing such owner as to provisions for payment of such violation or penalties for failure to pay such violation. Each such owner may, within 10 days of when such notice was attached to such vehicle, pay the citation amount at the Borough office or in a designated payment box, as provided on the parking citation, as a penalty for and in full satisfaction of such violation.
B. 
The failure of a vehicle owner to make payment as designated on the parking citation within the ten-day period shall render such owner subject to additional court costs and fees associated with the filing and prosecution of the violation. After such ten-day period, such owner shall, upon conviction, be sentenced to pay a fine of $20 for each offense, and all costs related thereto, to be collected as fines and penalties.
