There is hereby authorized a Facade Review Committee which shall be appointed by the members of the Borough of Runnemede Mayor and Council to administer the Facade Improvement Grant Program.
The Facade Review Committee will establish application guidelines and procedures and terms of conditions of grants so authorized. Grants awarded under this program are for exterior improvements only.
A. 
The following criteria must be met to be eligible for a Facade Improvement Grant:
(1) 
Property owners of commercial or industrial buildings within the Zone.
(2) 
Business owners or tenants of commercial or industrial zoned buildings within the Zone with property owner consent.
B. 
The following types of property are not eligible for funding:
(1) 
Tax delinquent property within the Black Horse Pike Redevelopment Zone.
(2) 
Property in litigation.
(3) 
Property in condemnation or receivership.
(4) 
Property owned by religious groups.
(5) 
Property owned by 501(c)(3) nonprofit organizations on which taxes are not being paid.
(6) 
Exclusively residential buildings.
(7) 
Day-care centers.
The Facade Improvement Grant Program will provide for a matching grant program, which shall generally be limited to $5,000. When the circumstances permit, and pending the availability of funds, the Committee may increase the grant at its discretion, with the approval of the Mayor and Council. A minimum private match of 100% (1:1) of the grant is required.
The application procedures and application review process shall be set by the Facade Review Committee. A Facade Grant Program application shall be prepared and made available by the Committee. The final determination on grant applications shall be made by the Mayor and Council.
