The Health Officer is hereby directed to issue annual permits to massage, bodywork and somatic therapy business establishments within the Borough of Chester consistent with Chapter 170 of the Borough Code. The cost of the permit shall be $200 per year to be collected by the Health Officer.
The Health Officer shall once a year, make an inspection of each massage, bodywork and somatic therapy business establishment granted a permit under the provisions of Chapter 170 of the Borough Code for the purpose of determining whether the business is in compliance with all applicable statutes, rules, regulations and ordinances. Such inspections shall be made at reasonable times and in a reasonable manner.
During the pendency of the global health crisis caused by the COVID-19 virus, every proprietor of a special event in the Borough shall submit at least two weeks in advance of the event a COVID-19 safety plan, which shall include each concessionaire, for review and approval by the Health Officer to assure compliance with any and all health regulations, directives, and recommendations of the local, state and federal governments to protect the health and safety from the spread of the COVID-19 virus. The cost of the Health Officer's review and approval of special event COVID-19 safety plans shall be $50 to be collected by the Health Officer. If resubmission and re-review of a safety plan is required, an additional fee of $25 shall be collected by the Health Officer.
