The purpose of this article is to set forth general regulations
applicable to private roads within the Town. Private roads are roadways
owned and maintained by private persons or entities and that have
not been accepted by the Town as public highways.
Private roads shall meet the following requirements:
A.
Provide the primary access to at least three land parcels.
B.
Provide the primary access to at least two residential dwellings.
C.
Have a surfaced roadway eight feet or greater in width.
D.
Be 300 feet or greater in length.
E.
If 1,000 feet or greater in length, have a section of road each 1,000
feet or less with a surfaced roadway of 16 feet or greater in width
and 30 feet or greater in length that enables emergency vehicles to
pass.
Road names should be unique within the Town and county to avoid
confusion, particularly for emergency services. The Town and County
shall determine whether a proposed private road name is acceptable
for use.
The Town shall provide and install all road signs so the signage
conforms to Town standards and the consistency makes the signs easily
distinguishable as road identifiers. The owner of a private road shall
reimburse the Town for the actual expenses to procure, install and
maintain the related road signs.
