A. 
All applicants who apply for a corporate security advisor, courier, loss prevention agent, patrol security officer, security officer or watchman must successfully complete a prescribed course of training approved by the Sheriff of Jefferson County prior to the issuance of said license. This training shall be at least a minimum of four (4) hours training session within six (6) weeks prior to date of a request or renewal.
1. 
Firearms Training. All corporate security advisors, patrol security officers, security officers or couriers who seek a license to carry firearms must successfully complete a biannual firearms qualification course prior to license issuance each year. The Sheriff of Jefferson County shall not approve firearms training requirements which do not include the following:
a. 
Completion of a prescribed firearms qualification course conducted by a State-Certified Police Academy or through an approved training provider as approved by the Sheriff of the Jefferson County Sheriff's Office or his designee;
b. 
Each armed licensee will complete eight (8) hours of firearms qualifications for revolvers and sixteen (16) hours for semiautomatic pistols each year. Sixteen (16) hours of additional training is required for a rifle and/or shotgun training if the applicant wishes to carry one (1) or both of those weapons. The applicant will be required to complete both a rifle and a shotgun training class if they wish to carry both weapons and pay the fees associated with those training classes;
c. 
The qualifying score will be established by the State-Certified Police Academy, or through an approved training provider as approved by the Sheriff of the Jefferson County Sheriff's Office or his designee; which must be completed within six (6) weeks from submission of the application or request for renewal;
2. 
Other Weapons And Protective Device Training. Any corporate security advisors, patrol security officers, security officers or couriers seeking to carry a protective device must also complete a certified session conducted by a State-Certified Police Academy, or through an approved training provider as approved by the Sheriff of the Jefferson County Sheriff's Office or his designee; on carrying that protective device, limited to CS mace, OC (pepper spray) or impact weapons, including straight baton, asp baton, or expandable baton. All corporate security advisors, patrol security officers, security officers or couriers who are licensed to carry electronic control weapons must also successfully complete annual training and qualification at a State-Certified Police Academy or through an approved training provider as approved by the Sheriff of the Jefferson County Sheriff's Office or his designee; prior to license renewal each year.
3. 
A person seeking only a loss prevention agent license, watchman license, or an unarmed courier license is only required to attend a training session, which shall be at least a minimum of a four-hour training session, within six (6) weeks prior to date of a request. A person seeking only a loss prevention agent, watchmen or unarmed courier renewal license must attend renewal training through an approved training provider every five (5) years and within six (6) weeks prior to the date of a renewal request.

A. 
If the Sheriff of Jefferson County or designated County Department shall approve the application prescribed, the license for corporate security advisor, courier, loss prevention agent, patrol security officer, security officer or watchman shall be issued upon receipt of a bond or certificate of insurance complying with the provisions of Section 600.050 and the payment of the following license fee: sixty dollars ($60.00) plus the cost of training by the Jefferson College Law Enforcement Training Academy or through an approved training provider as approved by the Sheriff of the Jefferson County Sheriff's Office or his designee. For renewal of a corporate security advisor, courier, loss prevention agent, patrol security officer, security officer or watchman license after the first year, the annual fee shall be fifty dollars ($50.00) plus the cost of license renewal training and firearms training for an armed security officer or courier and fifty dollars ($50.00) plus the cost of license renewal training for all others. Each applicant will also be responsible for the cost of the State and Federal criminal records check and fingerprinting.
B. 
All fees paid shall be made payable to the Jefferson County. The Treasurer of Jefferson County shall establish a security fund for deposit of these funds and from such funds reimburse the Jefferson County Sheriff's Department for the costs as stated herein for the implementation of this program to include background checks and administration.
C. 
Section 600.090 of Ordinance No. 21-0432 is enacted pursuant to Chapter 43, Section 43.530, RSMo., which regulates the fees and method of payment in the State of Missouri.

In order to administer its responsibilities in the area of regulation and licensing of private security and proprietary private investigative personnel, Jefferson County, Missouri, shall establish a schedule of licensing fees and list of approved forms.
B. 
The fees for licensing, renewing, transferring, etc., are as follows:

Loss Prevention Agents, Unarmed Couriers and Watchmen. Per Jefferson County Ordinance 19-0434 and the Professional Licensing Rules and Regulations Procedures Manual, the initial classroom training required for all unarmed loss prevention agents, couriers and watchman is required to be a minimum of four (4) hours. Training hours may be extended based upon the approved training provider's training curriculum. All unarmed loss prevention agents, couriers and watchman are required to attend renewal training through an approved training provider every five (5) years.
b. 
Unarmed Patrol Security Officers And Security Officers. Per Jefferson County Ordinance 19-0434 and the Professional Licensing Rules and Regulations Procedures Manual, the initial classroom training required for all unarmed patrol security officers and security officers is required to be a minimum of four (4) hours of classroom training. Based upon the approved training provider's recommended training curriculum the training for all unarmed patrol security officers and security officers is eight (8) hours of classroom training. All unarmed patrol security officers and security officers are required to attend annual (yearly) refresher training through an approved training provider.
c. 
Armed Couriers, Patrol Security Officers and Security Officers. Per Jefferson County Ordinance 19-0434 and the Professional Licensing Rules and Regulations Procedures Manual, the initial classroom training required for all "armed" couriers, patrol security officers and security officers is required to be a minimum of sixteen (16) hours of classroom training. Training hours may be extended based upon the approved training provider's training curriculum. All "armed" couriers, patrol security officers and security officers are required to attend annual (yearly) refresher training through an approved training provider.
d. 
Corporate Security Advisors. Per Jefferson County Ordinance 19-0434 and the Professional Licensing Rules and Regulations Procedures Manual, the initial classroom training required for all corporate security advisors is required to be a minimum of forty (40) hours of classroom training. Training hours may be extended based upon the approved training provider's training curriculum. All corporate security advisors are required to complete an annual (yearly) eight (8) hour protective service refresher course.

All armed couriers, patrol security officers, security officers and corporate security advisors are required to attend biannual firearms training for the firearms they utilize and present proof of qualification upon completion to the Private Security Section at the six-month point of their one-year license and again during their one-year license renewal process.
C. 
A violation of any provision of this Jefferson County, Missouri, Ordinance Chapter is a misdemeanor punishable by a fine of not more than one thousand dollars ($1,000.00), or by imprisonment in the Jefferson County Sheriff's Office Jail facility for a term not to exceed one (1) year, or by both fine and imprisonment. A separate offense shall be deemed committed on each day a violation occurs or continues.

Each such person licensed as a corporate security advisor, courier, loss prevention agent, patrol security officer, security officer or watchman shall receive an identification card which shall prominently indicate the position that the person is licensed for and provide proof of identity, authority and possession of a valid license. The licensee will carry said card at all times while on duty. The loss of this card will be reported immediately to the Jefferson County Sheriff's Office or the designated County Department and a duplicate card will be issued for a fee of fifteen dollars ($15.00). The uniform worn by licensees on duty shall be unlike the official uniform of the Jefferson County Sheriff's Office or other law enforcement agency within Jefferson County. The licensee's uniform shall be complete with a cap and wearing a breast-type badge clearly visible at all times while the licensee is on duty, unless specific written permission for some other type of attire or dress is granted by the Sheriff of Jefferson County. Each person must exhibit a name bar one-eighth (1/8) inch above the right pocket of the uniform shirt depicting the name as it appears on the identification card. Each person licensed under the provision hereof shall at all times maintain on file with the Sheriff of Jefferson County or the designated agency a photograph accurately depicting the uniform, emblems and badges worn. If such person is employed by a person, firm or corporation which employs more than one (1) corporate security advisor, courier, loss prevention agent, patrol security officer, security officer or watchman who wear identical uniforms, emblems and badges, it shall be sufficient under this Section for such person, firm or corporation to maintain on file one (1) photograph accurately depicting each separate type of uniform, emblem or badge worn by its employees during the performance of their duties.

Licensee must carry the licensee identification card whenever on duty and display same upon request.

Licensee must wear and exhibit any issued badge or emblem on the outermost uniform garment to include a visible name plate one-eighth (1/8) inch above the right shirt pocket.
D. 
Licensee is not authorized to possess or imply possession of any firearm, weapon or other implement of attack.
E. 
Licensee may not be a convicted felon.

Licensee must perform his or her functions in a designated area.

Licensee must wear and exhibit on the outermost garment the issued badge or emblem when in uniform to include a visible name plate one-eighth (1/8) inch above the right shirt pocket.
D. 
Licensee must carry the license identification card whenever on duty and display same when requested to do so.
E. 
Licensee is authorized to carry a protective device, electronic control weapon, and/or an exposed firearm when he or she is qualified to do so and his or her license so states.
F. 
Licensee may not be a convicted felon.
