It is unlawful for any person to deposit or permit to remain
on any highway, accepted street, alley, sidewalk, parkway, tree lawn
or public place, any building material or equipment, rubbish, coal,
debris, dirt piles, materials of any kind, chattels or property which
might obstruct the free use thereof, or hinder traffic or persons
or vehicles. Any person violating any provision of this Section shall
be deemed guilty of an ordinance violation.

A. Prohibited. No person shall erect, construct or
otherwise establish a spite strip within the City of Arnold.
B. Defined. For the purpose of this Section, a "spite strip" is defined as any excavation, barricade, cable,
construction or blockage of any kind that blocks, impedes or otherwise
limits access between any street and/or road at their terminus.
C. Applicability. The provisions of this Section shall
apply to all streets and roads regardless of whether any such street
or road is publicly or privately owned.
