Condemned dwellings that do not require building code permits
to remove condemnation also do not require a lead-safe certification
to remove condemnation. Condemnations not requiring permits for removal
include condemnations issued for reasons such as utility shutoffs,
unsanitary conditions, vermin infestation, contamination, poor ventilation
or illumination, or lack of heating facilities and other essential
equipment as defined in the International Property Maintenance Code.
