A. 
Every person, firm or corporation, whether owner, lessor or agent of a building constructed for occupancy as or used as a dwelling for two or more families, who has agreed, either orally or in writing, to supply heat, shall furnish heat adequate to maintain therein from September 15 to May 15 of the following year a minimum inside temperature of 70° F. in all habitable rooms and toilet rooms between the hours of 6:00 a.m. and 11:00 p.m., and a minimum temperature of 65° F. in all habitable rooms and toilet rooms between the hours of 11:00 p.m. and 6:00 a.m.
B. 
The provisions of this subsection shall not apply where the failure to maintain minimum requirement is caused by a negligent or malicious act of the occupant.
Every person, whether owner, lessor or agent of a building to be used for offices or business purposes, who shall have agreed to supply heat to the tenant shall provide heat so that the temperature of said office or place of business shall always be kept at 70° F. during all working hours; provided, however, that this section shall not apply to buildings or portions thereof used and occupied for trades, business or occupations where high or low temperatures are essential or unavoidable.
The owner, agent, or other person in charge of any building, tenement or apartment house occupied by four or more families shall provide adequate and proper janitor service at all times for the purpose of keeping the premises in a sanitary condition.
A. 
No person shall rent, let, lease, or allow to be occupied for domestic purposes any building which shall not have a plentiful supply of potable running water on each floor and in each apartment.
B. 
No person shall rent, let, lease, or allow to be occupied for business purposes any building which shall not have potable running water available on each floor.
C. 
No person shall rent, let, lease, or allow to be occupied for domestic or business purposes any building which shall not have water heating facilities installed and maintained in good and safe working condition, connected with hot-water lines to a sink, lavatory and bathtub or shower, wherever the same may be required, and capable of delivering water at a minimum temperature of 120° F.
A. 
Every building used in any way for occupation by human beings, whether for business or dwelling purposes, shall be provided with a sufficient number of water closets and urinal accommodations. When the interests of the public health require additional water closets or urinal accommodations in any house, store, apartment, flat or any other building, it shall be lawful for this Board by notice to the owner to direct the installation of such additional toilets as it shall deem necessary. There shall be at least one water closet for each separate family.
B. 
Every restaurant, nightclub, or any other food-handling establishment where seating is provided or counter space is provided at which standing customers may eat, shall be provided with toilet facilities to serve members of each sex. Toilet rooms shall not open directly into any room in which food, drink or utensils are handled or stored. Each toilet room shall be provided with an adequate number of water closets, lavatories and urinals as required by the National Standard Plumbing Code of the Borough of Roselle. Toilet rooms shall be kept in a clean, sanitary condition, in good repair and well lighted and ventilated. Hand-washing signs shall be posted in washrooms used by employees.
C. 
Adequate convenient hand-washing facilities shall be provided, including hot- and cold-running water, liquid or powdered soap in approved dispensers and sanitary towels. The use of common towels is prohibited. No employee shall resume work after using the toilet or urinals without first washing his hands.
The provisions of § 595-52 are hereby incorporated by reference.
No person shall place or suffer to be placed upon any wall or ceiling of any dwelling house or any building used for a dwelling any new wallpaper unless all old paper shall be first removed therefrom and said wall or ceiling thoroughly cleaned.
No house, apartment, rooms, or building shall be let, leased, or occupied by human beings which is infested with vermin. The owner, lessor, agent, or occupant of any such place, upon notice from this Board, shall immediately proceed to rid said place of said vermin by any reasonable and safe means approved by this Board.
This Board shall have the right to condemn any building or part thereof as unfit for human habitation whenever conditions detrimental to health exist therein, whether such condemnation be for insanitation, overcrowding of persons or for other reasons detrimental to health.
Whenever this Board shall condemn any building or part thereof as unfit for human habitation, it shall cause a notice thereof to be affixed in a conspicuous place on said building, setting forth the grounds for such condemnation and commanding all persons therein to vacate the same within the time specified in said notice, not exceeding 10 days from the date thereof, or in case of special emergency, within such shorter time as in said notice may be specified. A copy of said notice shall be served upon the occupants of such building and upon the owner, agent, or lessor of said premises if any of them can be found in this Borough, and if not residents of the Borough, then a copy of said notice shall be mailed to them or any of them if the address is known. Anyone who shall fail to vacate the premises after condemnation shall be subject to a penalty of $10 for each and every day that he shall remain on the premises after the time specified for vacating in such notice. Any owner, lessor or agent who shall cause the premises to be rented, let, or leased after posting of notice of condemnation, upon conviction thereof, shall be subject to a penalty of $10 for each and every day that said premises are occupied after said notice.
No person shall maintain for camping purposes or as living quarters, either temporary or permanent, within the limits of the Borough, any trailer or other vehicle unless the same is properly connected with the public sanitary sewer system and has an adequate supply of potable water; nor shall any trailer or other vehicle be maintained in such manner as to be or create a nuisance.
