The Town Manager shall issue job announcements and otherwise
publicize vacancies in the classified service through such media as
he deems appropriate. Publicity for job vacancies shall be conducted
for a sufficient period of time to provide reasonable opportunity
for persons to apply and be considered for employment.
A. Application form. All applications for employment shall be made on
forms prescribed by the Town Manager. Such forms shall require background
information, to include training, experience, and other pertinent
information. All applications must be signed and the Town Manager
may require proof of statements as he deems appropriate. Application
forms shall not elicit any information concerning race, politics,
religion, national origin or other matters prohibited by law.
B. Rejection of application. The Town Manager may reject any application
which indicates that the applicant does not meet the minimum qualifications
established for the position for which he/she is applying. Applications
may also be rejected if the applicant:
(1) Has made a false statement on his application.
(2) Has a physical or mental disability such that the person is unable
to perform the essential functions of the job with or without reasonable
accommodation.
(3) Has pleaded guilty, nolo contendere or "no contest," entered an Alford
plea, or been convicted or received a probation before judgment with
respect to a felony or misdemeanor.
(4) Is not within the legal age limits prescribed for Town employment.
(5) Has established an unsatisfactory employment record of such nature
as to demonstrate his unsuitability for the position for which he
has applied.
(6) Tests positive to drug tests, is a current user of narcotics or the
habitual user of intoxicating liquors to excess.
(7) Has used or attempted to use political pressure or bribery to secure
an advantage in the employment application process.
(8) Has failed to submit the application correctly or within the prescribed
time limits.
(9) Has previously been dismissed from a position in the Town or has
resigned while charges for dismissal were pending.
(10)
Has engaged in any other conduct which, in the reasonable judgment
of the Town Manager, would render the applicant unsuitable for employment
with the Town.
C. Appointment. The Town Manager shall have final authority in making
appointments within the classified service. He shall consult the applicable
department head relative to the appointment prior to the final selection.
Such consultation may include the department head's interview
of one or more qualified candidates.
D. Medical examination. Applicants must possess the prescribed standard
of health and physical fitness necessary to perform the essential
functions of their job. Medical examinations when required by the
Town shall be conducted at the Town's expense by a physician
designated by the Town. The Town will pay for the cost of the examination
only. Any referral or additional charge outside the examination is
the employee's responsibility.
