Unless otherwise expressly stated, the following words and phrases, wherever used in these rules and regulations, shall be construed to have the meanings indicated herein:
ALTERNATE COMMISSIONER
Any individual appointed by the appointing authority to serve as an Alternate Civil Service Commissioner. Properly appointed Alternate Commissioners shall have all the same powers and duties as a properly appointed Commissioner, set forth in the First Class Township Code.[1]
APPLICANT
Any individual who applies, in writing, to the Commission in response to a legally advertised notice of vacancy and/or examination for any full-time or part-time position in the Police Department.
APPOINTING AUTHORITY
The Board of Commissioners of Hatfield Township, Montgomery County, Pennsylvania.
ASSIGNMENT
The placement of a member of the police force, at the sole discretion of the Chief of Police, into a position within a specialized unit or division of the police force. Such a placement by the Chief of Police shall not be construed as a promotion, nor as an increase in rank, even if accompanied by an increase in salary. Reassignment shall not be construed as a reduction in rank, even if accompanied by a decrease in salary.
CERTIFICATION
The submission to the appointing authority pursuant to their request for three or more names taken from the eligibility list developed by the Civil Service Commission.
CHAIRPERSON
The Chairperson of the Civil Service Commission of Hatfield Township, Montgomery County, Pennsylvania.
COMMISSION
The Civil Service Commission of Hatfield Township, Montgomery County, Pennsylvania.
COMMISSIONER
A member of the Commission, who is a qualified elector of Hatfield Township appointed by the appointing authority.
ELIGIBILITY LIST
The list of names of persons who have passed all examinations for a particular position in the police department and are eligible for appointment by the appointing authority.
ELIGIBLE
A person whose name is recorded on a current eligibility list or furlough list.
EXAMINATION
The series of tests given to candidates to determine their qualifications for a position in the police department.
FURLOUGH LIST
The list containing the names of persons temporarily laid off from positions in the police department because of a reduction in the number of officers.
POLICE FORCE
A police force organized and operating as prescribed by law, the members of which devote their normal working hours to police duty or duty in connection with the bureaus, agencies and services connected with police protection work and who are paid a stated salary or compensation for such work by the municipality.
POLICE OFFICER
For purposes of these rules and regulations, an entry-level sworn full-time position in the police department. The appointing authority shall retain full discretion in determining which part-time police officers receive an offer of full-time employment. Regardless of a patrol officers' hours worked, the civil service rank of full-time and part-time patrol officers shall be the same.
PROBATIONER
An officer in the police department who has been appointed from an eligible list but who has not yet completed the work-test period.
REDUCTION IN RANK
A downward change to a different rank where the employee fulfilled all of the requirements of these rules and regulations for both the prior and current rank. However, a decrease in salary without a change to a different rank shall not necessarily constitute a reduction in rank. The appointing authority shall have the power to determine in each instance whether an increase in salary shall constitute a promotion.
REMOVAL
The permanent separation of a police officer from the police department.
SECRETARY
The Secretary of the Commission.
SPECIALIZED UNIT OR DIVISION
A unit or division of the police force, including, but not limited to, the Detective Division, which is staffed at the discretion of the Chief of Police, unless otherwise provided by these rules, and which focuses upon specialized areas of police science, administration, procedure or operations. A posting to the Detective Division and/or other specialized unit or division shall not, despite a potential increase in pay, constitute a promotion.
SUSPENSION
The temporary separation without pay of a police officer from the police department.
TESTING
Each individual evaluation process which cumulatively comprise the examination.
TOWNSHIP
Hatfield Township, Montgomery County, Pennsylvania.
TOWNSHIP SECRETARY
The Secretary of Hatfield Township.
