The City Council of the City of New Rochelle may consider a petition to designate a day in recognition of a historical figure in the City upon such petition meeting the following definition and basic criteria:
A. 
HISTORIC FIGURE:
(1) 
An individual who has made significant, enduring, and widely recognized contributions to American or global society;
(2) 
An individual who is closely associated with New Rochelle by virtue of past residency and/or sustained civic engagement; and
(3) 
An individual whose life and works continue to shape the modern identity and character of New Rochelle.
B. 
A petition of recognition of a historical figure shall be submitted to the City Council and shall include the following information:
(1) 
A concise statement of how the historical figure meets the criteria of the definition of "historical figure" in § 171-2A above; and
(2) 
A concise statement of the contributions which make this individual a historical figure and a description of how it has shaped the City of New Rochelle.
A. 
Upon the City Council receiving a petition which meets the criteria set forth in § 171-1, such petition shall be referred to the Historical and Landmark Review Board.
B. 
Within 62 days from the date that its staff has verified that all the requested information in § 171-1 has been submitted and is accurate, the Historical and Landmark Review Board shall declare the petition complete and shall set a public hearing to hear public comment on the petition. The notice of public hearing shall include the time and place of the public hearing, the name of the individual whose recognition as a historic figure is sought, and proposed date of recognition. The notice of public hearing shall be published once in the official newspaper of the City not less than 10 days preceding the scheduled date of public hearing. In addition, copies of the notice of public hearing shall be mailed by certified mail, return receipt requested, to the petitioner, at the address shown on the petition; and by regular mail to the State Office of Parks, Recreation, and Historic Preservation.
C. 
The Historical and Landmark Review Board shall, within 62 days after the close of the public hearing, make a recommendation to the City Council regarding recognition of the proposed historically significant figure. The recommendation shall include a statement of how the proposed historic figure complies with or fails to comply with the applicable qualification criteria set forth in § 171-1 above, and the suitability of the proposed date for such recognition. The Historical and Landmark Review Board shall forward the petition together with its recommendation to the City Council. If the recommendation is negative, the petition shall be deemed denied.
D. 
If the Historical and Landmark Review Board makes a positive recommendation regarding recognition of the proposed individual as a historic figure, the City shall set a public hearing to hear public comment on the petition to designate a day in honor of the historical figure. The notice of the City Council public hearing shall be published and mailed in the same manner as the notice of public hearing before the Historical and Landmark Review Board.
E. 
The City Council shall make its determination on whether to establish a day of honor for the proposed historically significant figure at the close of its public hearing.
