A. 
Dune Beach parking area. The area hereinafter described is hereby established as a public parking area of the Village of Southampton for which a special permit is required:
The gravel parking area used in connection with Dune Beach, including the parking area on the south side of Meadow Lane and any parking area on the north side of Meadow Lane designed for use in connection therewith. The parcel known as Dune Beach is bounded on the north by Meadow Lane, on the east by Road E, on the south by the Atlantic Ocean and on the west by the lot designated on the Suffolk County Tax Map as 904-21-1-8.19.

During the period from May 15 through September 15 in each year, no person shall park or stand any motor vehicle in or upon said Dune Beach parking area unless there shall be displayed on said motor vehicle a valid permit issued pursuant to the following provisions:
A. 
A parking permit for said Dune Beach parking area shall be issued by the Village Clerk only to a permanent resident or taxpayer of the Village of Southampton.
B. 
A separate parking permit shall be obtained for each motor vehicle so parked, and no permit shall be displayed upon or used for any motor vehicle other than the one for which it was issued.
C. 
The fee for a parking permit for said Dune Beach parking area shall be such amount as may be established from time to time by resolution of the Village Board of Trustees.
D. 
No parking in or upon the parking areas described in § 86-17, from 2:00 a.m. through 4:00 a.m., year-round.

A. 
Any person who violates this article or fails to comply with any of its requirements shall, upon conviction thereof, be subject to the penalties provided in Article II of Chapter 1 of the Code of the Village of Southampton.

In addition thereto, the Village police may cause any vehicle which is parked in violation of this article to be removed to a suitable place, and the expenses of such removal (the cost of such removal may be fixed by resolution of the Board of Trustees from time to time), together with reasonable charges for storage, shall be paid by the owner or operator of such vehicle.
