Wherever a space is marked off on any street for the parking of an individual vehicle, every vehicle parked there shall be parked wholly within the lines bounding that space, and it shall be a violation of this article for any person to park a vehicle or allow it to remain parked otherwise.

The necessary official No Parking signs shall be erected upon the street as hereby established. Such No Parking signs shall be erected in accordance with details and specifications approved by the Department of Transportation of the Commonwealth of Pennsylvania.
C. 
Upon erection of the official No Parking signs, it shall be unlawful for any vehicle to be parked upon the street or indicated portion thereof during the indicated days and times.
D. 
Any person violating the provisions of Subsection C of this section shall, upon conviction thereof in a summary proceeding before a District Justice, be sentenced to pay a fine in accordance with § 3353 of the Vehicle Code of Pennsylvania.
E. 
Residents that are immediately adjacent to the affected streets listed in Subsection A above shall be entitled to receive a parking permit to exempt the resident from the restrictions stated in Subsection A above. The Board of Supervisors by resolution shall establish the form of the parking permit, administrative procedures for issuing parking permits and any fees related thereto.
F. 
This section shall take effect five days after adoption. After the effective date, Ordinance No. 06-07, adopted August 24, 2006, shall be repealed.

On all streets where angle parking is required, every vehicle parked at the angle shall be parked with its front nearest the curb.
Any person who violates any provision of this article shall, upon conviction, be sentenced to pay a fine of not more than $15 and costs. Provided: it shall be the duty of the police officers and of parking enforcement personnel of the Township to report to the appropriate official all violations of any provision of this article, indicating, in each case: the section violated; the license number of the vehicle involved in the violation; the location where the violation took place; and any other facts that might be necessary in order to secure a clear understanding of the circumstances attending the violation. The police officer or other person making the report shall also attach to or place upon every such vehicle a notice stating that the vehicle was parked in violation of this article. The notice shall contain instructions to the owner or driver of the vehicle that if he will report to the office of the Chief of Police and pay the sum of $15 within five days after the time of the notice, or if he will place the sum of $15 enclosed within the envelope provided, in any of the special parking fine boxes installed at various locations within the Township that act will save the violator from prosecution and from payment costs.

B. 
Any person violating the provisions of this section shall be sentenced in accordance with § 3365(d) of the Motor Vehicle Code of Pennsylvania.
A. 
No owner or driver of any vehicle shall park, or permit to be parked, or permit to stand, whether attended or unattended, any vehicle in any of the following places:
(1) 
Upon a roadway when it is practicable to stop, park or stand off the roadway.
(2) 
Within an intersection.
(3) 
On a crosswalk.
(4) 
Alongside or opposite any street excavation or obstruction when standing or parking would obstruct traffic.
(5) 
On a sidewalk.
(6) 
On any railroad tracks.
(7) 
In the area between roadways of a divided highway, including crossovers.
(8) 
In front of a public or private driveway.
(9) 
Within 15 feet of a fire hydrant.
(10) 
Within 20 feet of a crosswalk at an intersection.
(11) 
Within 30 feet upon the approach to any flashing signal, stop sign, yield sign or traffic-control signal located at the site of a roadway.
(12) 
On all limited access highway unless authorized by official traffic-control devices.
(13) 
On the roadway side of any vehicle stopped or parked at the curb or edge of the highway (double parked).
(14) 
At any place or within any area where official signs have been erected prohibiting standing or parking.
(15) 
More than 12 inches from a curb, or in the absence of a curb, as close as practicable to the right edge of the right-hand shoulder.
(16) 
In an area posted for "handicapped only" parking.
(17) 
In a fire lane.
B. 
Police officers of the Springettsbury Township Police Department are authorized to issue parking tickets for all of the violations prescribed above. The Fire Chief of the Springettsbury Township and all full-time paid firefighters of Springettsbury Township are authorized to issue parking tickets for the violations prescribed in Subsection A(17) above. The parking ticket authorized to be issued by this section shall be in a form approved by the chief of police and shall inform the defendant of the nature of the violation for which the ticket has been issued, the fine imposed and the place where and the time period within which he must pay the fine. The placing of such parking tickets on the vehicle shall constitute delivery thereof.

A. 
The following words and phrases, when used in this section, shall be defined and have ascribed to them the meanings set forth in the Vehicle Code of Pennsylvania, Act of April 29, 1959, P.L. 58, section 102, as amended: boat trailer; commercial motor vehicle; farm tractor; house trailer; motor bus; parking; person residence district; semitrailer; tractor; trailer; truck tractor; utility trailers.
B. 
It shall be unlawful for any person to park any boat trailer, commercial motor vehicle, farm tractor, house trailer, motor bus, semitrailer, tractor, trailer, truck tractor or utility trailer upon any public street within an R-1, R-7, R-10, R-20 and R-R Zone.

C. 
Any person who shall violate the provisions of this section for the first time shall be notified of such offense by certified mail, return receipt requested, which notice shall set forth the place, date and time of the violation and advise the violator that a second offense hereunder will result in prosecution under this section.
D. 
A person who shall violate the provisions of this section for the second time after having received notice of the first offense as provided in Subsection C of this section shall upon conviction thereof in a summary proceeding before a district magistrate, be sentenced to pay a fine of $10, and cost of such proceedings, and in default thereof, to undergo imprisonment in the county jail for a period not exceeding five days. All such fines shall be paid into the general fund of the Township.

A. 
Definitions. As used in this section, the following terms shall have the meanings indicated.
DISABLED PERSON OR SEVERELY DISABLED VETERAN RESTRICTED PARKING SPACE
A parking space reserved for use by disabled persons or severely disabled veterans utilizing vehicles lawfully bearing disabled person or severely disabled veteran registration plates or placards.
PLACARD
An instrument of notice that is hung from the inside rearview mirror of a vehicle indicating that said vehicle is authorized by the Pennsylvania Department of Transportation (PennDOT) to park in a disabled person or severely disabled veteran restricted parking space.
RESIDENT
One who occupies real estate in Springettsbury Township (Township) that abuts a street in the Township and whose Township real estate is used as their principal residence.
B. 
Eligibility and application process.
(1) 
Any person requesting the designation of a disabled person or severely disabled veteran restricted parking space within the Township shall provide the following information, at a minimum, on or attached to the application form provided by the Township.
(a) 
Identity of resident applicant.
(b) 
Address of the resident for which the parking designation is requested.
(c) 
Make, model, and license plate number of the resident's vehicle (if any).
(d) 
Basis/reason for the request for a designated disabled person or severely disabled veteran restricted parking space.
(e) 
Duration of disability (permanent or temporary).
(f) 
Whether off-street parking is available immediately adjacent to or on the resident's property.
(g) 
The location of any disabled person or severely disabled veteran restricted parking spaces currently on the resident's street.
(h) 
The signature of the resident applicant verifying the validity of all statements made on the application.
(i) 
Evidence of a valid and current PennDOT issued disabled person or severely disabled veteran parking placard or license plate.
(j) 
A nonrefundable $25 fee shall accompany the application.
(2) 
The possession of a disabled person or severely disabled veteran registration plate or placard does not guarantee that the resident's application for a disabled person or severely disabled veteran restricted parking space will be granted by the Township.
(3) 
A resident shall no longer be eligible for a disabled person or severely disabled veteran restricted parking space when they no longer have a disability, no longer possess a valid disabled person or severely disabled veteran registration plate or placard, or no longer reside in the Township.
(4) 
In the event that a resident disabled person or severely disabled veteran moves from the residence for which the parking restriction was issued, is no longer in need of the restricted parking space (due to elimination of the disability), or no longer maintains a valid disabled person or severely disabled veteran placard or registration plate, such resident shall notify the Township, upon which notification the Township shall remove the parking restriction.
C. 
Review and approval process.
(1) 
The Township Police Chief and Manager shall review every application submitted under this section. The review shall confirm the information presented in the application, investigate the location proposed for the restriction, and determine if a disabled person or severely disabled veteran restricted parking space is permissible and in the Township's best interest.
(2) 
The Police Chief and Manager may require other relevant information from the resident applicant, as deemed necessary, other than that listed above, in order to complete the approval process, including medical records or a physician's note that evidences an ongoing disability. The Township may also require an independent medical review of the resident's medical records and asserted disability. Any medical information shall remain confidential.
(3) 
Approval.
(a) 
Upon review and approval of the application, the Township Manager will submit a revision to the parking ordinance to the Board of Supervisors for approval of a restricted parking space.
(b) 
Upon the Board of Supervisors' approval, the Township will erect an appropriate sign, with the standardized symbol, along the public street as close as possible to the applicant's residence. In positioning the sign and post, the Township shall consider the needs of the individual in conjunction with the Township's interest in the safety of all motorists.
(c) 
Upon approval of the restricted space, the resident shall reimburse the Township for any and all costs associated with the creation and designation of a parking space, including but not limited to the cost of the sign, post, ordinance advertising, installation, staff review time, and any future replacement or maintenance of the sign and/or post.
(4) 
Denial. Upon review and denial of the application, the Township Manager shall mail to the applicant written notice of the denial and the reason(s) for it.
D. 
Enforcement and violations.
(1) 
A resident approved for a restricted parking space shall provide evidence of a current disabled person or severely disabled veteran placard or registration plate on an annual basis in conjunction with a re-enrollment application. The re-enrollment application shall require the resident to verify the continuance of their disability in January of each year following approval of the restricted parking space. A resident's failure to submit the re-enrollment application, or the Township's determination that the resident is no longer eligible for a restricted parking space, will result in the removal of the parking restriction, including signs and markings.
(2) 
The posting of a disabled person or severely disabled veteran restricted parking space shall permit the use of said space by any vehicle displaying a valid disabled person or severely disabled veteran registration plate or placard.
(3) 
It shall be unlawful for any person(s) to knowingly and willfully, with the intent to deceive, make a false statement to any public official for the purpose of obtaining a disabled person or severely disabled veteran restricted parking space for themselves or another person. Any person who violates any portion of this section shall, upon conviction thereof of a summary offense, be sentenced to pay a fine of not less than $500 nor more than $1,000. Failure to pay said fine may result in the person's imprisonment pursuant to the Pennsylvania Rules of Criminal Procedure for summary offenses.
(4) 
The enforcement of parking violations of a disabled person or severely disabled veteran restricted parking space shall be governed by Code of Ordinances § 312-38, General Parking Regulations: Violations and penalties.
