Methods and procedures for payment of claims
shall be established according to N.J.S.A. 40A:5-17.
A. The certifying and approval officer shall be the Municipal
Clerk.
B. Duties of the approval officer shall include certification
that goods have been received or services rendered as required by
N.J.S.A. 40A:5-16b and ascertaining the existence of proper and sufficient
appropriations for the payments to be made.
A. No payment or claims will be paid unless a detailed
bill of items or demand is received, specifying how the bill or demand
is made up, with the certification of the party claiming payment that
it is correct.
B. The governing body may, by resolution, require an
affidavit in lieu of said certification, and the Clerk or disbursing
officer may take such affidavit without cost.
A. All claims properly signed and certified by the approval
officer, on forms supplied for such purpose by the approval officer,
shall be submitted to the governing body for approval or disapproval.
B. Approved claims shall contain the signatures of members
of the governing body.
C. Checks prepared by the Municipal Treasurer for disbursement
shall contain the signature of the Mayor or Deputy Mayor and the Municipal
Clerk and be countersigned by the Municipal Treasurer.
