There shall be a Municipal Incentive Committee consisting of the Administrative Aide, City Auditor and a member of the City Council to be named by the President of said Council. They shall serve without compensation.
Said Committee shall meet monthly and shall submit to the Mayor the name or names of those individual municipal employees who, in the judgment of the Committee, submit the most valuable suggestions for improving municipal services. Those individuals shall receive a cash award as determined by the Committee.
In no event shall the total sum of awards exceed, in any one year, one one-thousandth of one percent (.001 of 1%) of the equalized valuation of the City as defined in MGL c. 44, § 1 or more than $1,000.
