The Mayor may, whenever he deems it necessary, issue his proclamation for the apprehension of any person who may have committed a crime within the City, and may in such proclamation offer a reward not exceeding $500 to be paid out of the City treasury upon the certificate of the Mayor that the service required has been performed.
