Effective January 1, 1993, the term of office of the Town Clerk shall be for a period of four years.
A. 
In accordance with the provisions of § 23(1) of the Municipal Home Rule Law, this chapter shall not become operative or effective unless and until it shall have been approved at the time of the general election to be held on November 5, 1991, by the affirmative vote of a majority of the qualified electors of the Town of Union voting upon the proposition.[1]

B. 
The Town Clerk, with the advice of the Town Attorney, shall submit an abstract of this chapter to the Broome County Board of Elections for inclusion on the November 5, 1991, general election ballot.
