For the purpose of these regulations, the following terms shall have the meanings indicated:
ENGINEER
The duly appointed or retained licensed professional engineer for the Town of West Seneca.
FINAL PLAT or SUBDIVISION PLAT
A scale drawing of a proposed subdivision as surveyed and marked out on the ground, which, if approved and accepted by the Town Board, is intended for recording at the office of the County Clerk, together with accompanying material as required.
GENERAL DEVELOPMENT PLAN
A master plan prepared and filed (or which may be prepared and filed) by the Planning Board pursuant to Section 272a of the Town Law, outlining the general development of the Town of West Seneca, including amendments thereto.
IMPROVEMENT PLAN
Scale drawings of public improvements required to be provided by the subdivider.
OFFICIAL MAP
A map adopted (or which may be adopted) by the Town Board pursuant to Section 270 of the Town Law, showing the location of streets, highways and parks within the town theretofore laid out and the established drainage system, including and amendments or additions thereto.
OWNER
A person, group, corporation or an organization holding title to land which is proposed for subdivision.
PLANNING BOARD
The duly appointed Planning Board of the Town of West Seneca pursuant to Section 271, Article 16, Town Law.
PRELIMINARY LAYOUT
The paper design indicating the layout of a proposed subdivision, together with accompanying material as required.
PRIMARY CONTROL POINTS
Primary horizontal and/or vertical control points monumented permanently on or in the ground, data for which is on file with the Engineer.
STREETS
A way for vehicular traffic, whether designated as a street, highway thoroughfare, parkway, throughway, road, avenue, boulevard, lane, place or however otherwise designated.
A. 
ARTERIAL STREETS AND HIGHWAYSThose used primarily for fast or heavy traffic.
B. 
COLLECTOR STREETSThose which carry traffic from minor streets to the major system of arterial streets and highways, including the principal entrance streets of a residential development and principal streets for circulation within such a development.
C. 
MINOR STREETSThose which are used primarily for access to abutting properties.
D. 
MARGINAL ACCESS STREETSMinor streets which are parallel to and adjacent to arterial streets and highways and which provide access to abutting properties and protection from through traffic.
E. 
ALLEYSMinor ways which are used primarily for vehicular service access to the back or the side of properties otherwise abutting on a street.
SUBDIVIDER
A person, group, corporation or an organization proposing to subdivide land within the Town of West Seneca.
SUBDIVISION
The division of any parcel of land into two lots, plots, blocks or sites in such a way as to create or extend one or more streets, or into more than four plots, blocks or sites without streets, for the purpose of developing or offering such land for sale to the public. Resubdivision of land heretofore platted shall come under the meaning of "subdivision" if it falls under the above requirements. Resubdivision of land does not include the consolidation of adjoining lots into common ownership.
