Structures used or intended for use for residential
purposes by not more than two households shall have smoke-sensitive
alarms as required by this article.
Before any said structure is sold for residential
purposes, the owner thereof shall apply to the Bureau of Fire Safety
for a certificate of smoke detector compliance.
A certificate of smoke detector compliance issued
pursuant to this article is not transferable. If the change in occupancy
specified in the application for the smoke detector compliance has
not occurred within six months of the application being submitted,
a new application shall be required.
A.
No certificate of smoke detector compliance shall
be issued until an inspection of the structure indicates that the
owner complies with the following requirements by having smoke detectors
installed:

Smoke detectors may be battery-powered and shall be
listed in accordance with the ANSI/UL217.
C.
AC-powered smoke detectors shall be accepted as meeting
the requirements of this section.
The owner of the inspected property shall be
charged a fee of $35 for each inspection and a reinspection fee of
$15. Said fees shall be paid to the Bureau of Fire Safety prior to
the aforesaid inspections.
A copy of the certificate of smoke detector
compliance shall be posted by the owner of the inspected property
in each unit inspected prior to any occupancy or change of occupancy.
Any owner who sells or otherwise permits to be occupied for residential purposes any premises subject to the provisions of this article and the premises do not comply herewith or without complying with the inspection and certification requirements of this article shall be subject to the penalties as provided in Chapter 1, § 1-15, General penalty.
