The City shall hold annual municipal elections for the offices of Mayor and City Council as established by the Charter of the City and following the procedures established in the Charter and state law; see 15 Del. C., Ch. 75, Subchapters I, IV, and V, and this chapter.

A. 
In accordance with the provisions of the Municipal Charter for the City of Lewes, Section 7 (d)(l), each person registered to vote with the State of Delaware Department of Elections who is also a bona fide domiciliary of the City of Lewes shall be eligible to vote in the annual municipal elections of the City of Lewes.
B. 
In accordance with the provisions of 15 Del. C. § 7550(d) and (e), and the provisions of 15 Del. C. § 7554, all persons must register to vote with the State of Delaware Department of Elections no later than 4:30 p.m. on the 15th day before the date of the Annual Municipal Election.
A. 
Not later than March 1 of each year, the Mayor shall appoint, with the concurrence of the City Council, a Board of Election consisting of an Inspector and two judges, together with such alternates as the Mayor determines to be necessary, in accordance with the procedures established in 15 Del. C. § 7551.
B. 
The term of the Board of Election shall be one year.
A. 
Election officers. The Mayor and City Council shall appoint election officers, who may also be members of the Board of Election.
B. 
Voting procedure. If a person has voted by absentee ballot, that person shall not be permitted to vote at the polling place. The City shall provide to the Board of Election and election officials the list of persons who have returned absentee ballots prior to the opening of the polls. Any person who returns an absentee ballot while the polling place is open shall not be permitted to vote in person, but the absentee ballot shall be included with other absentee ballots.
In addition to the reasons for absentee voting specified in 15 Del. C. § 7571, a registered voter may also cast an absentee ballot if the voter prefers not to vote in person due to considerations of public or personal health.
