There shall be in and for the Borough of Closter a Board of Health, in accordance with the provision of an Act of the Legislature of the State of New Jersey entitled "An Act to Establish in This State Boards of Health and a Bureau of Vital Statistics and Define Their Respective Powers and Duties," approved March 31, 1887, and the several supplements and amendments thereto.
Such Board of Health shall consist of seven (7) members, who shall be appointed by the Mayor in the same manner as other officers of the borough are appointed. The terms of all members of the Board of Health expiring on and after January 1, 1955, shall be reappointed and shall hold office for terms of four (4) years, except in case of a vacancy, in which case the person appointed to fill the vacancy shall hold office for the unexpired term only.[1]

Alternate members.

The Mayor of the Borough of Closter shall have full power to appoint two (2) alternate members to the Board of Health in accordance with the requirements set forth below. The two (2) alternate members shall be designated as "Alternate No. 1" and "Alternate No. 2" at the time of appointment by the Mayor.
The terms of the alternate members shall be for two (2) years, except that the terms of the alternate members first appointed shall be two (2) years for Alternate No. 1 and one (1) year for Alternate No. 2 so that the term of not more than one (1) alternate member shall expire in any one (1) year.
Any vacancy occurring otherwise than by the expiration of term shall be filled by appointment by the Mayor for the unexpired term only.
The alternate members shall serve without compensation. They may participate in discussions of the proceedings but may not vote except in the absence or disqualifications of a regular member. In the event that a choice must be made as to which alternate member is to vote, Alternate No. 1 shall vote first.
The Board of Health shall not contract any debt or debts of any kind beyond the amount of the appropriation made for its use by this Council.
