If any provision of this Charter is held invalid
or unconstitutional, the remaining provisions of the Charter will
not be affected thereby. If the application of the Charter or any
of its provisions to any person or circumstances is held invalid or
unconstitutional, the application of the Charter and its provisions
to other persons or circumstances shall not be affected thereby.
At all places in this Charter, words used in
a masculine gender shall include the feminine.
This Charter may be amended in the manner provided
by law.
This Charter shall become effective on the fifth day of January 1976, except for the transitional provisions of Article XII, which shall become effective upon certification of the adoption of this Charter.
