This Part 1 shall be known and may be cited as the "Uniform Water District Ordinance of the Town of Clay." This Part 1 shall apply to all water districts of the Town of Clay now or hereafter established and to the customers thereof. No water service connections or facilities shall be made or installed except in conformity with the provisions of this Part 1.
As used in this Part 1, unless the context or subject matter otherwise requires, the following terms shall have the meanings indicated:
PREMISES:
A. 
A building under one roof owned or leased by one customer, and occupied as one residence or one place of business.
B. 
A combination of buildings owned or leased by one customer, in one common enclosure, occupied by one family, or one corporation or firm, as a residence or place of business.
C. 
Each unit of a multiple house or building separated by a solid vertical partition wall, occupied by one family, or one firm, as a residence, or place of business.
D. 
A building owned or leased by one customer having a number of apartments, offices, or lofts which are rented to tenants, and using in common one hall and one or more means of entrance.
E. 
A building one or more stories high under one roof, owned or leased by one customer having individual entrance for the ground floor occupants and one for the occupants of the upper floors.
F. 
A garden apartment owned by one individual or firm and located in one common enclosure.
PRIVATE STREET
Any street, avenue, road or way that is not for any highway purpose under the jurisdiction of the Town of Clay, County of Onondaga or the State of New York.
PUBLIC STREET
Any street, avenue, road or way that is for any highway purpose under the jurisdiction of the Town of Clay, the County of Onondaga or the State of New York.
WATER DISTRICT
A water district established pursuant to the provisions of Article 12 of the Town Law of the State of New York, and shall include water districts, extensions thereof and laterals therein.
The Town Board shall act for and on behalf of each water district pursuant to Article 12 of the Town Law. The Town Board may designate a town officer to process applications and issue permits.
