For the purpose of this Article, the words "vehicle," "parked" and "standing" shall have the meanings as defined in the Vehicle and Traffic Law of the State of New York.
No vehicle shall be parked or left standing, in whole or in part, upon the shoulder or along the sides of any town road or within any town right-of-way.

Any police officer, Town Highway Superintendent or Deputy Town Highway Superintendent or official of the Fire Department is hereby authorized upon finding a vehicle parked or standing in the areas prohibited hereby to cause the same to be removed from such areas, and the owner or person using each vehicle shall be responsible for the payment of reasonable charges for such removal. This Article shall be enforced only during the period commencing on November 1 of each year and ending on March 31 of the following year. The purpose and intent of this Article is to allow proper and lawful passage of snow diversion and removal equipment at necessary times during the aforesaid period.
A violation of this Article shall constitute a traffic infraction within the meaning of § 1800 of the Vehicle and Traffic Law of the State of New York.
