A. 
On January 1, 1986, the Board of Supervisors of East Goshen Township (the "Board") enacted Ordinance No. 72 pursuant to Act 68 of 1985 of the General Assembly, establishing the salary of each Township Supervisor elected or appointed to office on or after November 5, 1985, in the annual amount of $2,600, payable quarterly.
B. 
On November 9, 1995, the General Assembly enacted into law House Bill No. 702 (Act 60 of 1995), which was signed into law by the Governor on November 9, 1995. Among other things, Act 60 of 1995 authorizes an increase in the amount of Township Supervisors' annual compensation, depending upon the population of the township according to the most recent population census. Said Act is effective immediately, subject to certain exceptions not here applicable.
C. 
Act 60 of 1995 provides that Supervisors of townships having a population of 15,000 to 24,999 may be compensated in an amount not to exceed $4,125 per annum. The population of East Goshen Township according to the most recent official census is 15,138.
D. 
Act 60 of 1995 authorizes the Board of Supervisors of townships of the second class to set the compensation of Supervisors subject to the limitations set forth in the Act and subject to the public policy limitation of the commonwealth which precludes application of an ordinance increasing the compensation of an elected official to those elected officials serving a term of office at the time this chapter is adopted, unless they have been elected to a new term of office commencing after the effective date of this chapter.
A. 
Each East Goshen Township Supervisor elected, reelected or appointed to office on or after November 7, 1995, shall receive compensation as a Supervisor in the annual sum of $4,125, payable quarterly.
B. 
Supervisors elected or appointed to office after the effective date of Ordinance No. 72, enacted on December 17, 1985, shall continue to receive annual compensation in the amount therein provided for, subject to their right to such greater compensation as provided for herein upon their reelection to office subsequent to the effective date hereof.
