A. 
Unless otherwise provided for by Charter or statute, each appointive board, commission and similar body shall organize at the meeting next following the effective date of its appointment and annually thereafter and, at such meeting, shall select its Chair and such other officers as it may deem necessary. Following such annual organization, each such body shall file with the Town Clerk a list of its duly named officers and that officer designated as authorized to receive all official communications.
B. 
Each such body shall file with the Town Council a copy of the minutes of each meeting of such body. Unless otherwise provided, there shall be an annual meeting of each such body and such other meetings as necessary to accomplish the purposes of such body. A special meeting may be called upon written notice by the Chair, 1/3 of the members of such body or the Mayor. Each such body shall comply with C.G.S. § 1-225, as amended. Each such body shall submit annually a written report to the Town Council apprising the Council of its activities, progress and its recommendations for future activity.

C. 
Unless otherwise provided for by Charter, statute, ordinance or by a rule duly adopted by a specific board or commission, only the number of existing appointed members, including members who continue to serve pursuant to West Hartford Code of Ordinances § 5-2, shall be utilized as the denominator in any computation for purposes of determining whether a quorum of any board or commission exists or for purposes of determining whether any action of a board or commission has been taken by a specified portion of the membership thereof, such that the existence of any vacant positions upon said board or commission shall not be included in the computation in any way.
In the event that the term of any officer or any member of an appointive board, commission or similar body expires, the officer or member shall continue to hold office after the expiration of his or her term until his or her successor is appointed and qualified.

If any member of any board or commission is absent from three consecutive regular meetings or any intervening duly called special meeting of the board or commission of which he or she is a member, the Chair of said board or commission shall, within 10 days, report in writing such absence to the appointing authority, who shall, within 10 days of receiving said written notice, remove the member from office pursuant to Chapter XIV, Section 6, of the Charter. The requirements of this section may be waived by the appointing authority where illness or other serious extenuating circumstances make it impossible for a member to meet the foregoing attendance requirements.
