No Kent County Department, Office, Agency, Commission, Board or employee shall send any original Kent County records, books, journals, papers or documents off premises from their respective offices without the express approval, by act, of the governing body of Kent County, or pursuant to approved policy of Levy Court.
Any employee, exempt or nonexempt, who violates § 81-1 of this chapter shall be referred to the governing body of Kent County for appropriate personnel action, including reprimand, sanctions for costs, if any imposed on Kent County to correct the situation, demotion or termination of employment, depending on the severity of the problem created.
