It is hereby ordered and directed that when a surplus quantity of the Department of Water and Water Supply timber becomes available, it shall be sold as directed by the Commissioner of the Department of Waters and Water Supply.
The Board of Contract and Supply is hereby ordered and directed to take the necessary legal steps to carry out the provisions of this article, at such time as such lumber builds up.

Surplus timber shall be disposed of at public auction to the highest bidder after public notice is published on three consecutive days in the official paper of the City of Albany or, alternately, by competitive bid pursuant to General Municipal Law § 103.
The aforesaid bidder, in addition to the amount paid, shall also be required to remove the stock immediately and to pay the Treasurer of the City of Albany the cost of the necessary advertising.
