[Adopted 7-14-1980 by L.L. No. 19-1980 as Ch. 70, Art. I, of the 1980 Code]
No garbage, offal or organic refuse or combustible material of any kind shall be dumped or placed or burned upon any land or premises in the Village of Thomaston by any person or corporation. Anything to the contrary herein notwithstanding, it shall not be unlawful to create and maintain, in the rear or side yard on private property, a compost pile at least five (5) feet from any lot line, which shall be maintained in a sanitary manner without creating offensive or unhealthful odors and which shall be composed only of organic materials, to be used solely for gardening purposes on said private property.[1]

Any person, firm or corporation committing an offense against any provision of this Article shall be punishable as provided in the general penalty provisions contained in Chapter 1, General Provisions, Article II, of this Code.
