A. 
The use of the Village of Webster sewerage system and public sewers tributary thereto shall be strictly limited and restricted, except as provided in Subsection B hereof, to receive and accept the discharge of sewage, industrial wastes and other wastes generated on, or discharged from, real property lying within the bounds of the Village of Webster sewerage system as established and altered, changed, modified, reduced, enlarged, combined and/or consolidated by action of the Village of Webster. Trucked or hauled wastewaters or other pollutants may not be discharged to the public sewer system or any private sewer tributary thereto without a permit as provided for in Articles X and XI.
B. 
The discharge of sewage, including industrial wastes and other wastes, generated on or discharged from real property lying outside the bounds of the Village of Webster into the Village of Webster sewerage system and public sewers tributary thereto shall be made only with the express consent of the Superintendent and upon the issuance of a permit setting forth the terms and conditions for such discharge.
All requirements, directives and orders calling for the mandatory use of the Village of Webster sewerage system or public sewers tributary thereto for the proper discharge of sewage, including industrial wastes and other wastes, shall be established and given by the local municipality having jurisdiction, the Monroe County Department of Health, the New York State Department of Environmental Conservation or other state or federal agencies having jurisdiction.
Annual unit sewer charges shall be based on the total cost of treating normal sewage.
A. 
Where a public sanitary sewer is not available or not required under the provisions of § 113-16, the building sewer shall be connected to a private sewage disposal system complying with the provisions of this section.
B. 
Before commencement of construction of a private sewage disposal system, the owner shall first obtain a permit from the Superintendent. A permit and inspection fee in such amount as may be established by the Village Board shall be paid to the Village at the time the application is filed.
C. 
A permit for a private sewage disposal system shall not become effective until the installation is completed to the satisfaction of the Superintendent. The Superintendent shall be allowed to inspect the work at any stage of construction, and in any event the applicant for the permit shall notify the Superintendent when the work is ready for final inspection and before any underground portions are covered.
D. 
All private sewage disposal systems shall be built in accordance with the requirements and specifications of the Village of Webster and the Monroe County Health Department.
