The purpose of this chapter is to promote the health, safety
and general welfare of the Village of Webster, to regulate and enforce
regulations concerning the use of skateboards, skates (roller/inline),
and scooters within the Village and to control the construction of
skateboard ramps to ensure that the operation of skateboard ramps
will not interfere with the quiet enjoyment of property owners within
the Village.
As used in this chapter, the following terms shall have the
meanings indicated:
IN-LINE SKATES
Shoes, skates, or footwear with a single row of roller wheels.
ROLLER SKATES
Shoes, skates, or footwear with two or more sets of roller
wheels.
SCOOTER
A narrow board of wood, plastic, fiberglass or similar material
with roller skates or other types of wheels attached to each end with
a steering rod that is attached to the front wheels to allow for maneuvering.
SKATEBOARD
A single platform which is mounted on wheels, having no self-contained
mechanism or other devices with which to steer or control the direction
of movement thereof while being used, operated or ridden.
SKATEBOARD RAMP
Any structure or improvement located on private property
which is used for the purpose of riding or propelling skateboards,
motorcycles, motorized bicycles, trail bicycles or roller skates.
