There is hereby established the Greater El Reno Convention and Visitor Bureau as the title under which a contract service provider may be allowed to conduct convention, tourism, and visitor development services.
The primary purpose of the El Reno Convention and Visitor Bureau is to promote general interest in and for the City of El Reno; to improve conditions of all types of businesses in and around El Reno by increasing visitors and tourism in El Reno; to promote El Reno as a meeting place, athletic venue, and overnight visitor destination.
There is further established a Convention and Visitor Board composed of the following: The number of board members of the Convention and Visitor Bureau shall be seven. The term of all members shall be three years. These seven members shall be composed of the following:
A. 
One representative from the El Reno City Council.
B. 
One representative from the El Reno Sports Associations.
C. 
One representative from El Reno Meeting and Event Facilities, Attractions and Special Events.
D. 
One representative from the El Reno Accommodations (including all lodging, bed and breakfast and Campgrounds Businesses) and restaurants.
E. 
One representative from El Reno School District staff appointed by the Superintendent of Schools.
F. 
Two representatives from the Community at-large.
A. 
The Convention and Visitor Board shall be composed of seven members, each appointed by the City Council for a term of three years; provided, however, that for the first appointment two members shall be appointed for terms of one year; two members shall be appointed for terms of two years; and three members shall be appointed for terms of three years. All appointments thereafter shall be for terms of three years, and any vacancy shall be filled for the unexpired term by the City Council.
B. 
If any member shall be absent from more than 1/2 of all the meetings of the Convention and Visitor Board in one calendar year, they shall thereupon cease to hold office.
Four members of the Convention and Visitor Board shall constitute a quorum. Business may be transacted by a majority of the quorum present.
The Convention and Visitor Board shall meet, at a minimum, on a quarterly basis to provide direction and conduct business activities pertaining to the visitors and tourism for the El Reno area. Emergency meetings may be called by four members of the committee.
The Convention and Visitor Bureau may:
A. 
Gather information and ideas; conduct research; assist the contract service provider (if applicable) in advertising and promotional programs, travel to solicit conventions, trade shows, agricultural, educational, and special events; assist in advising the City Council or City Manager and the contract service provider (if applicable) in the promotion of the City's image so that El Reno will be developed and maintained as a visitor's and tourism destination.
