A. 
All signs shall conform to PennDOT Publication 68, latest edition.
B. 
PennDOT standard sizes shall be installed unless otherwise specified.

The following shall apply to traffic signals:
A. 
As used in this section, the following terms shall have the meanings indicated:
PRODUCTS
New material, machinery, components, equipment, fixtures, and systems forming the work; does not include machinery and equipment used for preparation, fabrication, conveying and erection of the work. Products may also include existing materials or components required for reuse.
B. 
Do not use materials and equipment removed from existing premises, except as specifically permitted by the Engineer.
C. 
Materials: in accordance with PennDOT Specifications, Publication 408/2007, Section 1104, or as amended, and with the Exeter Township Traffic Signal Specifications as adopted or amended by resolution of the Board of Supervisors of the Township.

D. 
Installation.
(1) 
Electric service. All electric work shall meet the requirements of the National Electric Code.
(2) 
Maintenance and protection of traffic. The contractor shall prepare a traffic control plan in accordance with PennDOT Publication 213. The traffic control plan shall be approved by the Engineer prior to beginning work.
(3) 
Submittal drawings: in accordance with the Exeter Township Traffic Signal Specifications as adopted or amended by resolution of the Board of Supervisors of the Township.

(4) 
Act 121 underground facilities: in accordance with the Exeter Township Traffic Signal Specifications as adopted or amended by resolution of the Board of Supervisors of the Township.

(5) 
Job site ingress and egress. Any damages incurred during construction shall be restored in kind at no expense to the owner.
(6) 
Services and facilities. All services and facilities required for construction purposes shall be furnished solely by the contractor.
(7) 
Street restoration. All excavation undertaken within roadways shall be restored in accordance with the provisions and specifications of PennDOT Form 945-B, latest revision. Conduit trench restoration shall be in accordance with TC-7804, and requirements of PennDOT Publication 408, Section 954.3(a).
(8) 
Start of work. Notification shall be given by the contractor to the owner/engineer a minimum of 72 hours prior to the start of any work in order that the municipality may comply with the guidelines as set forth by the Pennsylvania Department of Transportation.
E. 
Material certifications.
(1) 
Section 6 of Act No. 655 of June 1, 1956, P.L. (1955) 1944; 72 P.S. § 2615.1 et seq., Allocation of Fuels Taxes to Municipalities, states that "All materials used and work done with moneys herein allocated shall conform to the current specifications of the Department [of Transportation] or specifications approved by the Department [of Transportation]."
(2) 
The suppliers' invoices shall contain a statement of certification that the materials furnished meet the above-noted requirements. The following certification statement will appear on all invoices for the materials used:
We hereby certify that the material invoiced herein conforms fully with the specification requirements of the Pennsylvania Department of Transportation. Our records of supply, attesting to this statement, are open for inspection by Department or municipal personnel.

(3) 
This certification is to be included for plant-mixed materials only, such as Superpave asphalt design wearing binder and base course.
(4) 
The contractor shall also supply, on a daily basis, the Daily Bituminous Mixture Certification (Form TR-465 6-82) to the municipality.
(5) 
In addition, the contractor shall supply with shipment of material delivered a Certificate of Compliance (Form CS-4171 6-91) to the municipality.
F. 
Transportation and handling.
(1) 
Transport and handle products in accordance with manufacturer's instructions.
(2) 
Promptly inspect shipments to assure that products comply with requirements, quantities are correct, and products are undamaged.
(3) 
Provide equipment and personnel to handle products by methods to prevent soiling, disfigurement, or damage.
G. 
Storage and protection.
(1) 
Store and protect products in accordance with manufacturer's instructions, with seals and labels intact and legible. Store sensitive products in weather-tight, climate-controlled enclosures.
(2) 
For exterior storage of fabricated products, place on sloped supports, above ground.
(3) 
Construction equipment and materials shall be stored only in areas designated by the Township or on the contractor's property. At no time shall the contractor infringe on the rights of Township residents and/or property owners. The contractor shall be responsible to repair and/or replace damaged property to the property owner's satisfaction at no cost to the property owner or the Township if the damage is unrelated to the work specified in these contract documents. Do not store material within the highway right-of-way.
(4) 
Cover products subject to deterioration with impervious sheet covering. Provide ventilation to avoid condensation.
(5) 
Store loose granular materials on solid, flat surfaces in a well-drained area. Prevent mixing with foreign matter.
(6) 
Provide equipment and personnel to store products by methods to prevent soiling, disfigurement, or damage.
(7) 
Arrange storage of products to permit access for inspection. Periodically inspect to assure products are undamaged and are maintained under specified conditions.
H. 
Specifications for all new traffic signals or modifications to existing traffic signals, for installation of new equipment or upgrade of existing signal equipment, known as the "Traffic Signal Specifications for the Township of Exeter" may be adopted or amended by the Board of Supervisors from time to time by resolution.

A. 
Street signs (D3-1) shall be mounted on ten-foot-long, two-and-one-half-inch diameter round galvanized steel posts with V-lock anchors.
B. 
All other traffic signs shall be mounted on standard breakaway green-painted steel U-channel posts, two pounds per foot, with sufficient length to provide secure mounting in the ground and seven feet of clearance between the bottom of the sign and the ground or sidewalk (six feet of clearance if there are two signs on a post).
A. 
Stop signs shall be located at the point of curvature of the right-hand, near-side radius.
B. 
Street signs shall be located as close as possible to the center of the radius opposite that of the stop sign.
C. 
Other signs shall be located per PennDOT.
D. 
All signs shall have one foot of lateral clearance between the face of the curb or edge of cartway and the closest sign edge.
