All persons, corporations or other entities owning real property within the Borough, including but not limited to rental properties within the Borough of Wilkinsburg, are hereby required to place in the name of the person, persons, corporation or other entity occupying said real property all customer sewage accounts for such property, including each unit of each rental property. Customer sewage accounts shall be in the name of the tenant of said rental property where one exists, and in the name of the property owner where no tenant exists, but in all cases, the property owner shall remain jointly and alternatively liable with the tenant for the payment of said sewage accounts.
All invoices for customer sewage accounts are hereby required to be mailed to the residence or legal mailing address of the property occupant, whether tenant and/or owner, and if vacant, to the property owner.
Liability for payment of sewage charges shall be the responsibility of the property occupant, whether tenant and/or owner, and of the owner where no occupant exists. Where a tenant exists, the owner may be held jointly and alternatively liable for the payment of charges.
