It shall be unlawful for any person to dispose of any garbage, trash, litter, junk or waste matter of any kind or description upon any sidewalk or public place in the City other than at a public dumping ground or sanitary landfill designated as such by the City Council or in any well, cistern, spring or watercourse within the City or which provides a supply of water for any of the inhabitants of the city.
A. 
It shall be unlawful for any person to dump or otherwise dispose of trash, garbage, refuse or other unsightly matter on a public street, right-of-way or property adjacent to such street or right-of-way or on private property without the written consent of the owner thereof or his agent.
B. 
When any person is arrested for a violation of this section and the matter alleged to have been dumped or disposed of on the street, right-of-way, property adjacent to such street or right-of-way or private property has been ejected from a motor vehicle, the arresting officer may comply with the provisions of § 46.2-936 of the Code of Virginia in making such arrest.
C. 
When a violation of the provisions of this section has been observed by any person and the matter dumped or disposed of on the street, right-of-way, property adjacent to such street or right-of-way or private property has been ejected from a vehicle, the owner or operator of such vehicle shall be presumed to be the person ejecting such trash, garbage, refuse or other unsightly matter; provided, however, that such presumption shall be rebuttable by competent evidence.
D. 
Any person convicted of such violation shall be guilty of a misdemeanor and punished accordingly.

A. 
No person shall throw or deposit, whether by littering, failure to control a domesticated animal under his care or control or otherwise, upon any sidewalk or upon any street or public place, or in any catch basin, any paper, rags, shoes, cans, bottles, garbage, dead animals or any other refuse or waste, nor shall any householder or storekeeper, by himself or agent, sweep from any house, yard, store or elsewhere any dirt or refuse onto any sidewalk or public street. All such refuse shall be gathered upon and placed in receptacles, as provided in this chapter.
B. 
It shall also be unlawful for any person to throw, put, place, dump, deposit or leave any trash, garbage, empty cans, bottles, glass, brush, trees, limbs, debris or unsightly material or unsanitary substance on or near any street, sidewalk, public or private lot, lands, fields or woods in sight of any street or highway used by the public or on any private property away from the street or highway without the written consent of the owner of such property.
The owner or operator of every vehicle employed in removing or carrying dirt, sand, coal, garbage, manure, slops, filth or offensive matter of any kind or description along or over any of the streets of the City shall have and keep the same in such tight and secure condition that such matter shall not be scattered or suffered to fall on any such streets.
No garbage, offensive or disease breeding material or other refuse or waste matter shall be dumped in any lot or space within the City limits or within a radius of 1/2 mile from the City limits, for the purpose of filling in or for any other purpose, without the consent of the City Council.
