A. 
Function and duties. There shall be a Business Administrator, whose function shall be to provide a liaison between the Township Committee and the departments, boards and officials provided for by this chapter and all other boards and bodies carrying out Township functions. The Business Administrator shall perform the duties enumerated by this subsection and such other duties as may from time to time be assigned to him by the Chairman and the Township Committee. The Business Administrator shall:
(1) 
Act as agent for the Township Committee as executive and administrative official of the Township government.
(2) 
Integrate and coordinate the functions of the Departments of General Finance, General Administration, Public Works, Assessment, Police, Fire, Health, Recreation, Welfare and Library and of the Planning Board of Adjustment, Defense Council and Board of Assessment in the carrying out of all municipal functions and the policies of the Township Committee.
(3) 
Have overall supervision of administrative matters in the Departments of General Administration, General Finance, Assessment and Welfare.
(4) 
Prepare the budget for the consideration of the Township Committee.
(5) 
Review all disbursements; approve all bills and vouchers for payment; and coordinate and centralize all purchases.
(6) 
Prepare agenda for and arrange meetings of the Township Committee.
(7) 
Advise the Township Committee on all background matters as an aid to the establishment of policy.
(8) 
Follow up actions of the Township Committee by correspondence, review of minutes and personal conferences.
(9) 
Receive, distribute and follow up requests for information and complaints from citizens on all manner of problems, and shall keep the public informed on such matters.
(10) 
Advise the Township Committee and other Township officials on matters affecting public relations.
(11) 
Edit and compile releases of information for the public.
(12) 
Advise the Township Committee on all matters of administrative organization and personnel.
B. 
Term of office. The term of office of the Business Administrator shall be one year.
There may be employed an Assistant Business Administrator, who shall be an assistant to the Business Administrator and who shall perform such of the duties of the Business Administrator as may be assigned to him by the Business Administrator, the Chairman or the Township Committee, so far as permitted by law. The term of office of the Assistant Business Administrator shall be one year.
