Definitions. As used in these regulations, the following
terms shall be defined as follows:
ALLEY
A minor right-of-way providing secondary vehicular access
to the side or rear of two or more properties.
BLOCK
An area bounded by streets.
BOARD
The Planning and Zoning Board of the City of Lockport.
CLEAR-SIGHT TRIANGLE
An area of unobstructed vision at street intersections defined
by lines of sight between points at a given distance from the intersection
of street right-of-way lines.
CUL-DE-SAC
A minor street intersecting another street at one end and
terminated at the other by a vehicular turnaround.
DEDICATION
The deliberate appropriation of land by its owner for any
general and public uses, reserving to himself no other rights than
such as are compatible with the full exercise and enjoyment of the
public uses to which the property has been devoted.
EASEMENT
A right-of-way granted for limited use of private land for
a public or quasi-public purpose.
HALF OR PARTIAL STREET
A street, generally parallel and adjacent to a property line,
having a lesser right-of-way width than normally required for satisfactory
improvement and use of the street.
LOT
A tract or parcel of land intended for transfer of ownership,
use or improvement.
MAJOR SUBDIVISION
Any subdivision not classified as a minor subdivision, including
but not limited to subdivisions of five or more lots or any size subdivision
requiring any new street or extension of municipal facilities.
MASTER OR COMPREHENSIVE PLAN
A comprehensive plan prepared by the Planning Board which
indicates the general locations recommended for various functional
classes of public works, places and structures and for general physical
development of the municipality and includes any unit or part of such
plan separately prepared and any amendment to such plan or parts therein.
MINOR SUBDIVISION
Any subdivision containing not more than four lots fronting
on an existing street, not involving any new street or road or the
extension of municipal facilities and not adversely affecting the
development of the remainder of the parcel or adjoining property and
not in conflict with any provision or portion of the Comprehensive
Plan, Official Map or Zoning Ordinance, if such exists, or these regulations.
OFFICIAL MAP
A map established and adopted by the City Council under § 26
of the General City Law, showing streets, highways and parks.
PAVEMENT
That portion of a street or alley intended for vehicular
movement.
PLAN, SKETCH
An informal plan, not necessarily to scale, indicating salient
existing features of a tract and its surroundings and the general
layout of the proposed subdivision.
PLAT, FINAL
A drawing in final form showing a proposed subdivision, containing
all information or detail required by law and by these regulations,
to be presented to the Planning Board for approval and which, if approved,
may be duly filed or recorded by the applicant in the office of the
County Clerk or Register.
PLAT, PRELIMINARY
A drawing or drawings, clearly marked "preliminary plat,"
showing the salient features of a proposed subdivision, submitted
to the Planning Board for purposes of consideration prior to submission
of the plat in final form and of sufficient detail to apprise the
Planning Board of the layout of the proposed subdivision.
REVERSE-FRONTAGE LOT
A lot extending between and having frontage on a major traffic
street and a minor street, and with vehicular access solely from the
latter.
SIGHT DISTANCE
The maximum extent of unobstructed vision (in a horizontal
or vertical plane) along a street from a vehicle located at any given
point on the street.
STREET
A strip of land, including the entire right-of-way, intended
for use as a means of vehicular and pedestrian circulation.
SUBDIVIDER
The owner or authorized agent of the owner of a subdivision.
SUBDIVISION
The division of any parcel of land into two or more lots,
plots, sites or other divisions of land for immediate or future sale
or for building development, with or without streets or highways.
The term "subdivision" also includes resubdivision and, as appropriate
in these regulations, shall refer to the process of subdividing land
or to the land subdivided.
SURVEYOR
A person licensed as a land surveyor by the State of New
York.
