In conformance with the power and authority vested in the Town Council by the provisions of the Charter and the laws of the state made and provided, a department to be known as the "Department of Parks and Recreation" is hereby created.
Under the power and authority vested in the Town Council by the Charter, the office of the Director of Parks and Recreation is hereby established.
The Director of Parks and Recreation shall possess an interest in or experience in public parks and recreation.
The Director of Parks and Recreation shall be appointed by the Town Manager with the approval of the Town Council. The Director of Parks and Recreation shall be responsible to and under the direction of the Town Manager.
The salary of the Director of Parks and Recreation shall be prescribed by the Town Council and shall be in full compensation of all services rendered by said person as Director of Parks and Recreation.
The Director of Parks and Recreation shall have all the powers as may be necessary to carry out the duties imposed by this office and shall originate, maintain and direct a public parks and recreation program for the Town; duties shall be as described in the personnel manual.
