Hellam Township shall join with Hallam Borough in accordance with the Pennsylvania Intergovernmental Cooperation Act of July 12, 1972, No. 180 (53 P.S. § 481 et seq.) in an agreement to provide for mutual emergency management planning within the municipal limits of Hellam Township and Hallam Borough, which agreement is approved and adopted by reference with the same effect as if it had been set forth verbatim in this section and a copy of which shall be filed with the minutes of the meeting at which this article is adopted.
The Chairman of the Board of Supervisors and the Secretary of the Board of Supervisors are hereby authorized and directed to execute said agreement in duplicate on behalf of Hellam Township and under its Township seal, and to take such other action as may be necessary to carry out the purposes of this article in connection with the implementation of said agreement.
As required by the Intergovernmental Cooperation Act, the following matters are specifically found and determined:
A. 
The conditions of the agreement are as set forth in the proposed copy of said agreement referred to in § 41-8 above;
B. 
The duration of the term of the agreement begins upon the passage of the required ordinances by both Hellam Township and Hallam Borough and terminates as set forth in said agreement;
C. 
The purpose and objectives of the agreement are to provide broader and more comprehensive emergency management planning on a more economical basis within the municipal limits of both Hellam Township and Hallam Borough by the extension of the services provided by each municipality's emergency management agency into the area within the municipal limits of each other;
D. 
Hellam Township and Hallam Borough shall maintain their own separate emergency management organizations and pay all costs incident thereto, and no additional financing is required as a result of the agreement;
E. 
The respective emergency management organizations and the respective emergency management coordinators for Hellam Township and Hellam Borough are to be responsible for implementing and maintaining the organizational structure necessary to implement the agreement;
F. 
The agreement contemplates that Hellam Township and Hallam Borough shall continue to be the owners of any real and personal property presently utilized by them and no new real or personal property is to be acquired, managed or disposed of under the agreement.
