Upon written request to the Chief of Police, the Police Department shall provide a police escort for any person, firm or corporation requesting the same; provided, however, that said person, firm or corporation shall accompany said written request with payment of a fee for such service according to the following schedule:
A. 
Twenty dollars for police escorts leaving the confines of the City of Garfield; provided, however, that the same shall be limited to a ten-mile radius from the outer limits of the City of Garfield. For every mile thereafter there shall be a fee of $1, the same to be determined by adding the distance to and from the point of destination.

B. 
Ten dollars for police escorts within the City of Garfield.
C. 
Five dollars for on-premises police escorts where such escort does not leave the confines of private property.
There shall be no service fee for police escorts accompanying funeral corteges, duly permitted parades or municipally sponsored events.
The Chief of Police shall collect the service fees, as aforesaid, and maintain an accurate account thereof. He shall turn these funds over to the City Treasurer monthly, at which time he shall present a monthly accounting report to the City Council.

The Chief of Police shall have the discretionary authority to refuse to provide any escort if, in his opinion, it shall affect the efficient operation of the Police Department or reduce the manpower necessary to adequately protect and serve the residents of the City of Garfield.
