The provisions of this article imposing a time limit on parking shall not relieve any person of the duty to observe other and more restrictive provisions prohibiting or limiting the stopping, standing or parking of vehicles as set forth in N.J.S.A. 39:4-138, any other New Jersey statute or as hereinafter provided.

A. 
Spaces restricted for use by handicapped persons who have been issued special vehicle identification cards pursuant to N.J.S.A. 39:4-204 et seq., and whose vehicles display state-mandated handicapped identification, may be established and designated on public and/or private property within the Borough in accordance with the applicable provisions of N.J.S.A. 39:4-1 et seq., and N.J.S.A. 52:27D-119 et seq., and the regulations promulgated thereunder.

B. 
No person shall park a motor vehicle in the spaces so established, designated and appropriately marked, unless the vehicle is authorized by law to be parked therein.
C. 
Parking spaces restricted for the use of the handicapped shall be marked appropriately and shall be identified with signs which shall provide adequate notice to the public of the parking restrictions and the specific potential penalties for violations pursuant to N.J.S.A. 39:4-198.

D. 
Notwithstanding the provisions of this chapter, the fines and penalties established in N.J.S.A. 39:4-197(3)(c) shall be imposed for violations of this section.

E. 
Municipal law enforcement officers shall enforce the handicapped parking restrictions on public and private property pursuant to N.J.S.A. 39:4-138(o).

F. 
Upon the request of an eligible handicapped person, a law enforcement officer may arrange for removal and storage of a vehicle parked unlawfully in a restricted parking space, pursuant to N.J.S.A. 39:4-207.7. Before regaining possession of a vehicle, the owner shall pay the reasonable costs which may result from its removal and subsequent storage.

A. 
No visitor shall stand or park any vehicle on the lands or premises commonly known as the "Borough of Kinnelon Municipal Complex" on Kinnelon Road between 7:00 a.m. and 5:00 p.m., Monday through Friday, for a time period to exceed two hours, unless permission for an extended period has been given by the Borough Clerk, Police Chief or designee.
B. 
"Visitor" shall be defined to include all persons other than employees and officers of the Borough of Kinnelon or persons on official Borough business.

No person, other than employees and officers of the Borough of Kinnelon or persons on official Borough business, shall park a motor vehicle in the spaces established, designated and appropriately marked for employees of the Borough.
No person shall park a vehicle at any time upon any of the streets or parts thereof described in Schedule I (§ 84-29), attached to and made a part of this chapter.
No person shall park a vehicle between the hours specified in Schedule II (§ 84-30) of any day, except Sundays and public holidays, upon any of the streets or parts of streets described in said Schedule II, attached to and made a part of this chapter.
No person shall stop or stand a vehicle between the hours specified in Schedule III (§ 84-31) of any day, except Sundays and public holidays, upon any of the streets or parts of streets described in said Schedule III, attached to and made a part of this chapter.
No person shall park a vehicle for longer than the time limit shown in Schedule IV (§ 84-32) at any time between the hours listed in said Schedule IV of any day, except Sundays and public holidays, upon any of the streets or parts of streets described in Schedule IV, attached to and made a part of this chapter.
