General penalty — See Ch. 1, Art. III.
As used in this chapter, the following terms shall have the meanings indicated:
AIRCRAFT
Any contrivance now known or hereafter invented, used or designated for navigation or for flight in the air for the carrying of persons or cargo.
No person, except when permitted to do so by the commanding officer of the Police Department in the case of a bona fide emergency, after obtaining permission from the Mayor of the Village shall:
A. 
Land, take off or operate any aircraft within the Village; or
B. 
Operate or fly an aircraft over the Village at an altitude of less than 1,000 feet.
